Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The strategy is formulated under the European Maritime, Fisheries, and Aquaculture Fund - Programme for Cyprus 2021 – 2027. It aims to promote a balanced growth and creation of a resilient, sustainable and collaborative blue economy to strengthen social capital and improving the attractiveness of the area.
Below the areas of interventions of the Strategy:
- Actions that utilize the natural and man-made environment, as well as the environmental character of the fisheries areas
- Cultural events and festivals to preomote fishing heritage,
- Public infrastructures that highlight and strengthen the fishing character of the region,
- Actions that Improvement and utilization of environmental advantages
- Actions to support fishermen and businesses such as grant schemes for creating new forms of income, new jobs and diversifying their activities,
- Developing sectoral and cross-sectoral partnerships to ensure the resilience of the blue economy
- Upgrading the skills in blue economy in matters related to the fishing profession, fishing tourism, training in line with blue businesses’ needs, sdoption of innovative technologies and and digital transformation, protecting and restoring our seas,
- Provision of skills relevant to the labour market, in a lifelong learning continuum approach and development of innovative learnercentric methodologies
The total budget of the Strategy for the Rural Areas of Larnaca and Famagusta Area for the period 2021-2027 is 2,500,000.00 euros.

Every six years, a new government for the Province of Antwer is elected. In the first year of this cycle, their political agreement is translated in a strategical multi annual plan. The policy instrument we have chosen, is the Strategic Multi-Annual Plan 2025-2031 that is developed within the BBC (Policy and Management Cycle) and is translated into action plans, allocated budgets, and measurable indicators.
The objective ‘For every talent a job and for every job opening a talented employee’ is included in the Strategic Multi-Annual Plan. The implementation of this objective is divided into various action plans, which are:
- Promoting an inclusive economy,
- Strengthening the interaction between education and the labor market,
- Supporting organizations in applying innovative approaches to labor organization in response to challenges in the labor market.
The Autonomous Provincial Enterprise (APB) Port Center is responsible for implementing these plans within the key sector of the port industry, based on a management agreement with the province.
Beyond 2025, an update of the Strategic Multi-Annual Plan will be developed. The newly elected Deputation has already developed a political governance agreement that indicates the Province of Antwerp’s commitment to addressing specific labor market challenges, such as improving the attractiveness of jobs in the port sector. Further elaboration of these commitments will follow in 2025.

One of the main objectives of this policy instrument is that “In 2030, Trøndelag has an adaptable and future-oriented work life and business sector”. The focus area to achieve this goal is Competence, and this will be achieved by prioritizing the following measures in order to promote diversity and a better gender balance in relevant business sectors – including the blue economy
A) Recruitment and Growth:
Further develop collaboration between schools and businesses.
Increase knowledge about the businesses in Trøndelag among students.
Integration into the workforce to ensure access to labor.
Mobilize businesses for more apprenticeships, internships, and job shadowing opportunities.
Mobilize for increased use of students and trainees in the workforce and business sector.
B) The Workplace as a Learning Area:
Motivate and mobilize for competence measures in businesses.
Stimulate the development of flexible and specialized training programs within businesses.
Develop and implement competence measures tailored to the needs of the labor market.

The Strategy describes core fields of action for the region Weser-Ems for 2020-2027. It identifies strengths and challenges, specific objectives and measures which need to be taken to strengthen regional development. The strategy helps to use funding more effectively and acts as a strategic framework for decision making on projects and measures of regional importance.
The Strategy addresses two core fields of action related directly to objectives of project proposal: 1) Securing the future of maritime economy, and 2) Need-based improvement of knowledge and education levels in the region. Further, the Strategy defines following operational goals in these focus areas: education and training courses in the maritime sector, increasing the employment quote for women, tailor-made education and qualifications and advisory service.

ROP RWG 21-27 has the following strategic objective addressing relevant challenges and priorities :
Policy Objective 4: A more social and inclusive Europe through the implementation of the European Pillar of Social Rights.
Priority 4B: Strengthening social cohesion and human resources in the Region of Western Greece.
SO4.1. Improving access to employment and activation measures for all citizens looking for job, in particular young people through the implementation of guarantees for the youth, the long-term unemployed and disadvantaged groups in the labor market, and for the economically inactive, as well as and through the promotion of self-employment and the social economy.
The proposed project will support the main activities of the policy to enhance the Active Employment Policies in the context of the implementation of Integrated Spatial Investments strategies, which also includes the support of women. At the same time new initiatives of integrated interventions to promote employment will be initiated and the social and solidarity economy will be supported.

The objective of SMDE is to drive and support transformations, facilitate connections and synergies. The Cap 2030 is divided into three broad strategic guidelines:
1) Bringing together the conditions for the development of core and emerging sectors.
2) Attract and facilitate the reception of companies and national and international skills.
3) Empowering the territory to respond to the challenges of transitions.
It comprises 6 challenges, out of which, the project will focus on the 3 most relevant:

-Adapt training pathways (through improving the gender equality outlook of sectoral training offerings);
-Value support to companies (through building capacities on how to create inclusive, supportive and safe work environments).
C3. Make transitions a driver of economic development:
-Develop a local economy promoting solidarity and inclusion.

-Develop a culture of knowledge transfer (which integrates lessons learnt and good pracrtices on women integration in the blue economy);

Objective 1: Iasi – Competitiveness through Innovation aims to boost the economy through innovation, supporting new technologies and business growth. By fostering innovation in blue economy sectors like sustainable fisheries and aquaculture, the strategy can create new opportunities for women. Encouraging female entrepreneurs and innovators in these areas helps address gender imbalances.
Objective 3: Iasi – A Powerful Community aims to reduce social disparities and promote inclusive development. A critical measure, O3.5, targets reducing the percentage of disadvantaged people by integrating them into the workforce. This measure can be tailored to support women’s integration into the blue economy through targeted training programs, employment support, and vocational education, promoting gender equality.
