YESVolunteer Workshop in Genoa
On 28 February 2025, Anci Liguria hosted the second local workshop of the YESVolunteer project at the historic Palazzo Ducale in Genoa. This event brought together around 30 participants, including representatives from social cooperatives, citizens, associations, regional institutions, civil service volunteers, and municipal officials.
The workshop aimed to deepen the knowledge of Neets, to identify good practices of work and/or training inclusion: in terms of recruitment; in terms of inclusion; in relation to the development of rural areas check whether European volunteering and mobility and civil service can be positive tools for integration into the world of work.
Main Focus of the Meeting
The central theme of the meeting was to explore the world of NEETs, with a focus on concept of NEETs, starting from the European definition to a wider dimension that involved not only Neets, but all young people.

Agenda and Course of the Meeting
The workshop began with registration and a welcome coffee, followed by an introduction to the objectives of the workshop by Pierluigi Vinai, Director General of Anci Liguria. Introductory presentation on NEETs Phenomena by an expert of ALFA LIGURIA, Elisabetta Garbarino. A guided Round Table with the main stakeholders: referent of Liguria Region, referent of the Regional School Office, third sector representatives and young people working on civic service. Slido-Questions and open discussion among participants followed, concluding with a session summarizing key insights and next steps for collaboration.
Topics Discussed
The workshop covered different topics:
- Neet’s definition: few suspended navigates. Young people are less than in the past, they have no clear and defined path for the future, so they fell themselves disoriented. This situation typical of Neets sounds like all the other youth. Uncertainty, Individualization and vagueness are the main traits.
- Individuation of the main actors that work with NEETs. Schools, Municipalities, Civic service structures, Institutions in general and Information desks, play the major role.
- Instruments to be used to help NEETs: Orientation, Clearer Comunication, Training, Civic Services
- Projects and programs that worked on:
- CPIA Project, this is specific for adults drop-out
- LOG-in project, creation of a network, made up of third sector organisations and youth associations, to develop a set of social, cognitive, personal and technical skills to face the challenges of everyday life with flexibility, adaptability and resilience
- ALMA Project, to facilitate European mobility among volunteers
Evaluation Results and Conclusions
The workshop concluded with a lively Q&A session where participants try to suggest. The following key points emerged:

In conclusion, the YESVolunteer workshop emphasized the importance of fostering youth inclusion and professional growth. The next steps will be to work together with all the stakeholders, that become a community, to create new and innovative proposal for NEETs.
