Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The primary objectives of this regional development program include formulating a strategy and action plan for the integrated management and development of green infrastructure, fostering innovative spatial approaches and cross-sectoral collaborations, and establishing an inventory of green infrastructure. The program aims to implement pilot solutions and activities aligned with forest management plans to promote sustainability through awareness-raising workshops involving stakeholders, residents, landowners, and foresters. It also emphasizes the importance of multi-sectoral cooperation and problem-solving. The protection of the environment and natural resources holds significant economic value and is primarily achieved through the development of environmental and transportation infrastructure. Based on these considerations, the following development guidelines have been set:
• Carrying the capacity of the environment and directing the visit.
• Safeguarding water resources.
• Consistent regulation for municipal wastewater management.
• Increasing the use of renewable energy sources for economic purposes.
• Waste prevention.
• Suppression of alien invasive species.
• Sustainable and multifunctional forest management.
• Circular management of natural resources.
• Rehabilitation of functionally degraded areas.
• Positioning Gorenjska region as a green destination.
• Implementing measures of the Sustainable Energy and Climate Plan of Gorenjska.
• Climate change and mitigation.

Poland is the 10th largest producer and 4th largest exporter of furniture in the world. The timber industry sells products worth around PLN 45 billion abroad annually, which accounts for 10 per cent of all Polish exports. Podkarpackie is seeing a decline in production in all forest industries. It is therefore necessary to support the creation of new solutions, products, technologies leading to an increase the efficiency of the sector and thus increasing the competitiveness of SMEs also operating in the wood sector.
This OP Funds are concentrated on the key drivers for competitiveness:
- Support for innovation, R&D, technological development, SMEs, e-services, as well as improving energy efficiency and use of renewable energy sources;
- Promotion of social inclusion and combating poverty .
The expected results of the OP are among others (more related with FBI4EU):
- Increased R&D spending to GDP by more than 30%;
- Support to almost 2,000 enterprises;
- Increased share of renewable energy in the total energy production;
- Support to more than 17,500 of unemployed;
The thematic scope and logic of intervention of FEP provises its policy objectives in different areas. One of the priority areas addressed by the instrument is: "Competitive and digital economy", that it's the adressed to FBI4EU with the corresponging SO: "SME competitiveness".
Within the framework of this objective, it will be possible to carry out activities increasing the competitiveness of forest-base SMEs.

The Međimurje County Development Plan (2021-2027) is a fundamental strategic document for guiding the economic and social development of the county. It builds upon the County Development Strategy of Međimurje County (2014-2020) and provides a roadmap for directing development processes in the region. The primary objectives of the development plan are to enhance conditions for sustainable development, boost the county's economic competitiveness, develop human resources, preserve cultural heritage, protect the environment, and improve the overall quality of life and satisfaction of its citizens. Considering the development needs and potential of the county, the development plan establishes a vision, strategic goals, priorities, and measures. It provides a framework and necessary foundations for the preparation, financing, and implementation of development projects, which play a vital role as catalysts for economic and social change. By aligning with the development plan, these projects contribute to driving progress in the county's economy and society.

In accordance with the decisions of the Walloon Government (agreement signed with Walloon in Dec’21) to provide Wallonia with a truly strong player representing the entire value chain of the timber industry by merging the OEWB and RND, Filière Bois Wallonie (FBW) was created in April’23. FBW is a public company. Its mission is "to increase the added value of sustainably produced wood by processing and adding value in Wallonia, and to create cohesion between the players in the wood industry".
This Strategic Plan of FBW that extends to 2028 sets out a vision, strategic objectives, priorities and measures. Its aim is to instil a new dynamic that is positive, supportive, and conducive to high-performance solutions for businesses and the timber industry. Strategic Plan works around 6 strategic axes:
• Ensure economic, technical and technological monitoring of the timber sector with the aim of providing decision support tools
• Ensure the sustainability of the forest resource and with a view to adapting mobilization and securing supplies of raw materials to companies
• Increase the added value of wood by developing technical mastery and ensuring the competitiveness of businesses
• Create cohesion in the wood industry and strengthen interest in wood and the wood industry by setting up appropriate communication
• Place the development of the Walloon timber sector in an international context and develop cross-border cooperation
• Respond to missions entrusted by the Walloon Government

This roadmap outlines a proactive plan for transitioning Lithuania's industrial sector towards a circular economy. By promoting a green transition, the forest-based industry can explore new markets for clean technologies and products, fostering sustainability and creating economic opportunities. Specifically, the roadmap emphasizes the development and growth of capacities in the organic materials and building industry, with a focus on forest-based construction materials. This roadmap marks a significant milestone as it is the first co-creation initiative in Lithuania. Its primary objective is to collaboratively envision and implement specific actions that will support the industry's competitiveness while adhering to the principles of the circular economy.

The regional program is connected to the National Forest Program. The forest program serves as a platform for dialogue among stakeholders, authorities, and the government in Sweden. All counties collaborate on regional forest strategies and programs to support the national forest program. The strategy for the forest program was adopted in 2018 and encompasses goals for five focus areas, aligning with the program's vision, work, and organization. The vision of the forest program is to harness the potential of the forest, often referred to as the "green gold," to “contribute to jobs and sustainable growth throughout the country as well as to the development of a growing bioeconomy". This vision drives efforts to stimulate job creation, foster innovation, and advance the transition towards a bio-based society within the forestry sector. The strategies implemented under the forest program must consider regional conditions, interests, and needs.

The Planning and Development Strategy – The Road to 2050 serves as a comprehensive and long-term vision for Norddjurs Municipality's development. It undergoes a thorough process of approval, including review by professional committees, the municipal council, and a mandatory public consultation period. There are several formal requirements associated with its preparation. The strategy not only outlines the municipality's vision but also includes an overview of revised municipal plans and addresses all public comments before final adoption. Although stakeholder involvement is not a formal requirement, Norddjurs Municipality actively seeks input from various stakeholders such as the industry, educational institutions specializing in green forest-based education, and other stakeholders related to the forest sector. This collaborative approach aims to unlock the forest's potential for bio-based materials production across the value chain. As per legal requirements, the policy instrument undergoes either complete or partial revision within each political term.
