Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The regional law 7/2017 promotes, encourages and implements, in order to improve the quality of life of citizens, urban regeneration understood in a broad and integrated sense, therefore including social, economic, urban planning and construction aspects (Art. 1, 1a).It is addressed, in general, to the regional urban context, in order to act following an integrated approach on the existing buildings in order to improve it (from a design and performance point of view - safety, seismicity, energy efficiency) and, upon evaluation by the municipalities, to rationalize and direct its harmonization with the surrounding fabrics of redevelopment in the case of degraded areas (heterogeneous functions, unfinished building, lack of public endowments).
The regional Law 7/2017 is a regulation that is organically focused on interventions affecting the already existing buildings in order to avoid the consumption of new land; the purpose of the law is to encourage building renovation interventions, in particular through demolition and reconstruction, and urban regeneration interventions that make it more attractive to recover and redevelop the existing buildings rather than build new ones.
In particular, regional law provides for a range of intervention tools, from articulated urban regeneration programmes, to municipalities' identification of regeneration areas and building recovery, to permits for the change of use of buildings to stimulate their reuse.

ROP ERDF Navarra 2021-2027 tackles in a comprehensive and integrated way the urban and rural development in the region. The InterRevita project targets 2 main specific objectives of this policy instrument:
- SO2.1 'The promotion of energy efficiency and the reduction of greenhouse gas emissions'
- SO2.7 'Promoting the protection and conservation of nature, biodiversity and green infrastructure, including in urban areas, and the pollution'
The aim is to facilitate the transition towards a more sustainable region by promoting the energy transformation of buildings, increasing their energy efficiency and fostering reduction of GHG emissions, as well as improving quality of life through integrated green urban development.
Actions in those SOs are related to the Territorial Strategy of Navarra, the Integrated National Plan of Energy and Climate 2021-2030 and the Energetic Plan of Navarra 2030. There are 2 main actions to be developed:
- Improving energy efficiency in public buildings and infrastructure as well as dwellings;
- Recovering and restorating degraded areas.
The aim is to accelerate energy-efficient renovation of public buildings. A new concept of social, efficient and sustainable urbanism is also being addressed with the aim of integrated urban development. The target of this new urban planning concept aims small and mid-sized cities. It focuses on meeting the needs and requirements of residents, integrating all aspects necessary to ensure a good quality of life.

Both the city and rural area are affected by climate change, each in its own way. Prolonged dry periods mainly affect farmers who see their crops wither way while the heat mainly affects the city centre. Waterways burst their banks and flood over the farmers’ land and crops and also the drains cannot take all the water so it floods in the streets and houses. In a paved inner city, rainwater is also given very little room to infiltrate, which in turn is detrimental to the replenishment of the groundwater. In 2021 a climate adaptation strategy has been developed for the city to overcome these challenges.
The goal of the Policy Instrument is to describe how Roeselare (the full territory) can be more climate adaptive and the following policy recommendations are formulated:
- Give priority to climate adaptation programmes on the level of neighbourhoods
- Strive for climate adaptive action as the standard
- Focus on the stakeholder landscape
- Increase climate awareness
- Create a liveable environment with an integrated socio-economic tissue
Within this policy instrument, improving the quality of life of the citizens is strictly linked with climate adaption. Adapting a neighbourhood to counter the impact of climate change through adaptive measures allows the citizens, organisations and entrepreneurs of a city to get ownership and a sense of responsibility in protecting the environment and contributing to the revitalisation of a neighbourhood, as well as create new business opportunities.

In order to accelerate revitalization and sustainable development of Silute district municipality the Administration of Silute District Municipality has prepared the plan of Strategic Development for Silute District 2015-2024. Šilutė aims to become an attractive place for people to live and work. The work and aspirations that the District Municipality intends to do are envisaged in the vision, ie:
- Cultural and nature tourism
- Environmentally friendly business
- Organic farming and fisheries
- Green energy in modern infrastructure
- Sustainable development of services
- An active and rejuvenating land
All this spectrum of processes are dedicated to improve the city for an urban renewal and urban regeneration, but also taking into account its rural surroundings.
Until 2024 a new Strategic Development for Silute District will be prepared, adapted to the new EU financing perspective and Lithuania Operational Programme for EU Structural Funds Investments 2021-2027. Adapted strategy is expected to reduce unemployment across the district, attract private investment and increase tourist flows.

The Integrated Development Plan to Support Business Activity in the JLM 2018-2028 was developed within the framework of the URBACT project AGRI-URBAN. It was approved and has been adopted in 2018.
In its long-term development strategy integrating social, economic and environmental issues, the JLM is positioning itself as a local municipality with a sustainable future. With the creation of the Integrated Development Plan to Support Business Activity in the JLM 2018-2028, the council of the local municipality is highlighting the important role of business activity in the stable development of the municipality and defines the tasks which must be undertaken to ensure stability in developing business activity. The quality of the environment for business activity is one of the most important elements in increasing the local municipality’s competitiveness. The better the conditions the local municipality can create for businesses, the greater the investment that can be expected in the economy, in turn meaning the creation of new employment and prosperity for its residents.
There are three foundation stones at the core of the business activity development plan for the Jelgava Local Municipality: the wise management of local resources, an increase in the role of knowledge in business activity, as well as support for the sale of local products and services.

The “Revitalisation programme of Nowy Dwór Mazowiecki 2016-2023” is one of the most important strategic documents of the city. The actions proposed in it are in line with the city's development policy and are consistent with the vision pursued by the local government. Preparation and implementation of the programme are based on the cooperation with stakeholder groups (community and users of revitalized areas, entrepreneurs and NGOs). The document contains the description of the following main thematic issues:
- Programme's links to other strategic and planning documents
- Diagnosis and current needs of revitalisation (social, spatial, economic and environmental issues)
- Delimitation of degraded areas
- Objectives of revitalization processes
- Indicative financial framework and schedule
- Participation techniques and tools
- Entities responsible for the implementation
- Monitoring and evaluation system
The revitalisation programme has 3 main strategic goals:
- Improved quality of life of the residents of the revitalization area
- Public space infrastructure meeting the needs of the residents of the revitalization area
- Maximum use of the tourist potential for the economic development of the revitalization area
The “Revitalisation programme of Nowy Dwór Mazowiecki 2016-2023” will be continued under a new programme for a new financial perspective after 2023. This document is expected to be prepared in 2023.
