Policy instruments
Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
Within the SIreNERGY project, Leartibai Foundation and Basque Energy Agency consider The Basque Country Energy Strategy (3E2030) as their policy instrument.
The intent is to make a change in the management of the instrument as sometimes the development of initiatives at the local level, especially in rural areas, faces barriers related to the societal acceptance of specific projects. This issue has not been studied in depth, and it may be the driver to the deployment of the strategy. Both partners are willing to understand how they can improve social acceptance on how to develop and distribute the energy generation projects in general and self-consumption in particular.

Within the SIreNERGY project, Energikontor Syd considers The Regional Development Strategy for Blekinge County 2015-2025 (RUS) as policy instrument.
The intent is to revise the instrument as electrification in sectors like industry and transport is increasing the energy demand. Blekinge region has a robust, reliable, and flexible electrical system that meets the demand and avoids future capacity problems that can hamper growth and transition away from fossil fuel use. However, the lack of capacity in both electricity and local and regional electricity production can affect the expansion and new establishments in the business sector as well as the construction of housing. In this matter, the policy instrument is considered not well addressed and needs further elaboration.

Within the SIreNERGY project, the Regional Agency for Entrepreneurship and Innovations - Varna considers the Short-term Programme for Energy Efficiency of Beloslav Municipality (2021-2030) as policy instrument.
The intent is to perform changes in the management of the instrument, as the intervention will focus on the involvement of local communities to develop specific strategies to improve acceptance of renewable energy. Also, RAPIV is a member of the Local Working Group and will take part in the annual review of the Short-term Programme for Energy Efficiency of Beloslav Municipality and will launch a proposal to make a change in the management of the instrument based on learning best practices from other partners on how to integrate new stakeholders in the local energy strategies.

Within the SIreNERGY project, Marshal’s Office of the Mazovian Voivodeship considers the European Funds for Mazovia 2021-2027, Priority II - European Funds for the green development of Mazovia as the policy instrument.
The intent is to change the management of the instrument as it will contribute to raising social awareness among municipal governments, Local Action Groups, and inhabitants of the voivodeship, increasing the bottom-up potential of investments in RES, as well as acceptance for non-grant forms of support at the local level. The improvement will impact on the better implementation of calls for proposals under specific objective 2 (II), raising concerns about importance of renewables or distributed energy in local strategies, dissemination of gained knowledge, and good practices among the local groups for smart specialization.

Within the SIreNERGY project, North-East Regional Development Agency considers the NE ROP 2021-2027, P3:NE- A sustainable, more environmentally friendly region; Specific objective: RSO2.1. Promoting energy efficiency and reducing GHG as policy instrument.
The intent is to make a change in the management of the instrument, to ensure a successful implementation of provisioned interventions under this priority. There is an intention of NE RDA to carry out activities focused on knowledge exchange related to the elaboration of application guidelines and how the configuration of the application pack is to be made most appropriately. Moreover, the improving measures are expected to produce an impact on project monitoring officers in such a way as to bring knowledge and expertise on how projects’ monitoring data could be effectively collected and reflected in sound and relevant reports.
