Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
RP Emilia-Romagna ERDF 2021-2027 is structured in 4 priorities-Policy Objectives (PO):

2 Sustainability, decarbonisation, biodiversity & resilience
3 Sustainable mobility & air quality
4 Attractiveness, cohesion & local development
Success Skills is directly connected to PO1 & PO4.
PO1 responds to 3 major challenges:
• innovative and smart transition, closely related to the new S3 Strategy, which indicates the guidelines for the regional research and innovation policy;
• promoting digital transformation to improve opportunities for economic growth and social innovation, stimulating a cultural change and making digital a new territorial peculiarity;
• boosting competitiveness within the regional production system by focusing on labour, the value of enterprise and the entrepreneurial and widespread pluralism of SMEs.
PO4 aims to tackle territorial inequalities & promote the attractiveness & sustainability of territories, helping to bridge the gaps that prevent equal & sustainable growth:
• strengthen the territorial attractiveness for citizens, the training system, the production system & tourism
• actively contribute to the fight against climate change
• counteract territorial imbalances (demographic, social & economic), focusing on growth & attractiveness policies and on the quality & proximity of essential services
• strengthen the supply & proximity of services that will guarantee equal rights & opportunities for all citizens

ROP Eastern Macedonia and Thrace integrates, under its Priority 1, the promotion of entrepreneurship and innovation with a focus on smart specialization strategies. In this context, it foresees boosting economic development and creation of job opportunities in East Macedonia and Thrace, as a response to relevant needs. Consequently, it also contributes to achieving Europe’s 2020 targets for smart, sustainable and inclusive growth, also in line with the smart specialization strategy. The ROP foresees mechanisms and funds for the creation of jobs and support to SMEs so as to become more competitive and innovation-driven, in view of their transition prospect. Upon this backdrop, the ROP will substantially contribute to promoting the key EU and national development priority: "Enhance the competitiveness of the local economy" (ERDF 14% of the EU allocation), and strengthen the links between R&D and enterprises, focusing on the development of economic activities identified by RIS3, thus enhance extroversion of local SMEs.
The expected impacts of the Programme are the following:
- Support of more than 370 SMEs and creation of some 860 employment positions.
- Cooperation of 300 enterprises with research institutes, promotion of innovation and ICT and start-ups creation.

Plungė District Municipality Strategic Development Plan for 2021-2030 is a long-term and comprehensive planning document designed to describe the overall development strategy of the municipality, which includes 4 priority areas, one of them being Innovation, business and industrial park development. This priority focuses on four strategic areas: 1. To promote entrepreneurship and employment of the population, to create favourable conditions for business and industry in Plungė District Municipality; 2. To ensure the supply of workers that meet market needs; 3. To promote the creation of innovative / higher value-added jobs, to create attractive conditions for working remotely (workstation) in the district; 4. To develop short food supply chains. To reach policy objectives, there are 18 different policy tasks foreseen. Key tasks under the policy instrument include the implementation of life-long learning initiatives, facilitating business creation, facilitating SME development, and SME consultation services. In addition, the Strategic Development Plan has a horizontal priority called “Community and continuity” aiming to ensure the active participation of members of the Plungė district society in the economic and social life. This is particularly important in the context of business succession as the Municipality is seeking to ensure sustainable and holistic development by working with local communities, civil society, businesses and other stakeholders.

The partners plan to introduce changes to the RIS Implementation Programme (IP), that are the key documents included in the RIS Mazovia 2030 implementation system. The basic tool for RIS implementation is the IP, i.e., a short-term action plan for the implementation of RIS. IP includes descriptions of RIS projects, including the planned pilot projects. It identifies entities responsible for the implementation of individual tasks, linking tasks with RIS objectives, indicative budgets with sources of financing, as well as performance indicators. The IP will be influenced by the activities & recommendations developed under the project. They will be formally included in the policy instrument revision (revision of the IP), in concrete as introducing a new Thematic Task Area (TTA). TTA will base on the project's experience and it will allow the development of the new tasks area that improving issue adressed by the project. To support the succession processes, the TTA can introduce cooperation activities within existing initiatives, fostering links between stakeholders (e.g. business owners, potential successors, industry experts, professional associations, Universities & Institutes, VET and Life Long Learning providers, BSOs) to strengthen knowledge exchange, share best practices, create synergies. TTAs may include: networking events to connect&build relationships; expert speakers; case studies of successful successions; interactive sessions for collaboration&learning.

The EDIOP PLus Programme is a comprehensive policy initiative targeting Hungary's economic and innovation landscape for the 2021-2027 period.
- The objective is to increase the productivity and added value of SMEs. This includes enhancing the gross value-added per employee in the domestic SME sector to EUR 22,500 by 2030
- Characteristics: it focuses on multiple strategic objectives, including improving worker adaptability and skills, supporting SMEs' technological and digital transformations, and fostering a more competitive and innovative economic environment.
Priority Measures:
- Skills Development: EDIOP includes specific objectives to enhance skills related to smart specialization, industrial transformation, and entrepreneurship. This aims to address the quantitative and qualitative shortage of skilled labor in Hungary.
- There is a focus on generational change within family-owned enterprises, promoting the sustainability and growth of these businesses through tailored interventions and financial instruments.
- Strengthening research and innovation capacities by supporting collaboration between universities, research institutes, and industry.
- The policy addresses regional disparities by prioritizing economically underdeveloped areas and ensuring that at least 65% of the resources are allocated to the most disadvantaged regions.
The program utilizes a mix of grants, loans, and equity support to facilitate investments in SME development and workforce training.
