Dr Beata Kviatek (UNLOCK Advisory Lead Partner Expertise Centre of Energy - ENTRANCE / HANZE) has developed a methodology that aids local and regional governments in analyzing partners situation and diagnosis of existent good practices.

This methodology specifically aids in understanding:

1. The regional development issue as described in the partner's project application,
2. The regional policy (policy instrument) indicated in the partner's project application,
3. The anticipated policy enhancement (improvement of policy instrument) identified in the partner's project application, which includes:

•   Financing new projects through the instrument,
•   Modifying the management of the instrument,
•   Revising the instrument itself.
