Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
The main objective of this regional regulatory framework is the creation of the adequate conditions to stimulate and make viable the roll out of renewable and low carbon hydrogen production, distribution and take up at large scale, with a view to shift away from fossil fuels, create a clean hydrogen market contributing to growth and jobs, and reducing greenhouse gas emissions.
The Region adopted supportive measures aiming to:
• support the research of hydrogen production technologies;
• encourage the production of hydrogen from renewable sources, including production of fuels and advanced fuels for the transport sector;
• promote the implementation of hydrogen-powered cogeneration plants for the production of electricity and heat for buildings, both public and private;
• boost hydrogen production through the use of electricity generated from renewable energy sources and support the establishment of productive activities based on the hydrogen cycle, providing to grant economic support to public entities, private individuals and company;
• facilitate the establishment of energy poles for research, production, dissemination and technology transfer to the productive realities of techniques based on the production and use of hydrogen;
• foster the development of interdepartmental and interinstitutional cooperation and partnership with other regions and EU countries, for the definition and implementation of policies, common strategies and actions developing the hydrogen economy.

European Funds for Podkarpackie 2021-2027 (EFP) is a key document defining the strategy for the use of EU Funds in the Podkarpackie Voivodeship. EFP is one of the tools for implementing the Development Strategy for the Podkarpackie Voivodeship 2030. The thematic scope and logic of the EFP intervention are determined, inter alia, by provisions of the policy objectives in the field of: competitive and digital economy, environmental and energy security, health security and social sensitivity, education, social capital, economy, labor market, tourist offer, mobility and communication, which, by operationalizing the provisions of the Development Strategy for the Podkarpackie Voivodeship 2030, define the manner of implementation of development policies Of the Podkarpackie Voivodeship.
It is necessary to create appropriate conditions for their development in the Podkarpackie Voivodeship, by changing the FEP 2021-2027 policy under: Priority 1. Competitive and digital economy, Specific objective: Strengthening sustainable the growth and competitiveness of SMEs and job creation in SMEs, including through productive investment. Objective: Increasing the competitiveness and innovation of SMEs.
It is planned to increase the competitiveness of SMEs through, inter alia, building, increasing the efficiency and production / service capabilities, implementing innovations aimed at producing innovative products, services and new solutions in the field of hydrogen economy.

There are five top priorities for Portugal2030, the partnership agreement between Portugal and the EC for the application of the European structural and investment funds: to become smarter (through digital innovation, industrial transition, SMEs competitiveness, and entrepreneurship); greener (addressing the climate crisis, progressing from a carbon based industry towards a more circular economy approach, and sustainable production), more connected (using strategical transportation, communication and digital transition); more social (supporting education, equal access to health services, social inclusion, etc); and closer to its citizens (improving regional and local development, sustainable urban development, promoting social and territorial cohesion, all centred in the citizen’s needs). All these five pillars are important and will be addressed in the regional Operational Programme: ‘Centro’ 2021-2027, with special attention given to smart, green and closer to citizens’ policies. The regional operational programme financed essentially by ERDF and ESF, will include the territorial dimension of public politics, including also the Territorial Plans for Just Transition financed through the Just Transition Fund.
Decarbonisation and the transition towards green and renewable energy is envisioned in the regional strategy of the Centro region RIS3 2021-2027, being green hydrogen specifically mentioned in the referred document.

Objective: Mallorca Circular Next generation provides a roadmap for Mallorca to become a sustainable island while contributing to the development of the SMEs.
Characteristics: Mallorca Circular Next generation aims to improve the economic, energy, workforce and entrepreneurship context, with the development of 24 specific projects related to SDG, including programs like: a) Circular Hydrogen, with our own production of hydrogen on the island; b) Circular Towns, promoting energy efficiency and green consumption; c) Circular Tourism, reducing the carbon footprint with a more sustainable transport; d) Agroecology, looking for a non-dependence of energy, through RDI; e) Sustainable Tourism: promoting a low-impact tourism sector.
All these programs are interlinked and related to the production and distribution of green energies, including green hydrogen around the island. The integration of hydrogen as a fuel source on the island is one of the bases for providing an energy alternative. It is foreseen that the current waste treatment plant will provide in the near future electricity from plastic recycle burning process and it will be used inside the same factory. The participation in the INTERREG program is essential to capture de the knowledge and gather inputs from other initiatives that are also working one hydrogen development, accelerating collaborative learning practices and promote change based on knowledge.

The policy instrument has two overall sustainability goals aimed at the global goals in Agenda 2030:
I) A living place is the community where people want to stay, the place with good conditions for visiting, growing, working and getting old.
II) A circular place handles climate change and creates economic opportunities and greener infrastructures in a way that simultaneously takes care of natural resources and ecosystems.
The sustainable growth, SMEs competitiveness, and jobs creation within SMEs is addressed in six priorities of the policy instrument that aim at developing an innovative and smart region; enhancing location-based sustainable business development; developing sustainable mobility through investments in sustainable transport systems and digital infrastructure; developing sustainable living environments to live, work and live in; promoting healthy lifestyles, healthy work and business environments as well as safe care and social care; developing skills through collaboration and cooperation, equal participation in working and social life, especially through education and the supply of skills in companies and businesses.

The regional development strategy (RUS) guides initiatives within the regional development and growth till 2030 by setting a vision, objectives, long term priorities, and general principles for cooperation in implementation. It defines target areas with accompanying priorities and links other regional sub-strategies, such as Regional Innovation Strategy for Smart Specialisation (RIS), to a broader context, including the SDGs.
RUS, and the sub-strategy RIS, directly addresses the competitiveness of SMEs and jobs creation withing the developing regional green H2 economy, especially within the identified target areas of “Renewable energy – power generation, solar, wind hydro and bio energy”, “Development and control of complex production and operational systems” and “FoodTech”.
Region Västernorrland is responsible for coordinating development, implementation and follow up of RUS and its sub-strategies. The implementation of PI within the context of developing green H2 valley requires not only regional coordination, but also interregional cooperation, in order to boost the SMEs competitiveness. The improved management of the PI at local level, with possibility of an interregional coordination, will allow to enhance participation of SMEs in the developing regional H2 economy as well as increase the competitiveness of SMEs and job creation within the SMEs.

The ERDF North Netherlands (NNL) programme is an innovation programme for regional small and medium-sized
regional small and medium-sized enterprises (SMEs), based on the Regional Innovation Strategy for Smart Specialisation (RIS3). NNL is working towards an open and creative climate, where from existing development opportunities and smart specialisations that contribute to a future-proof economy and labour market in NNL, from the perspective of Broad Prosperity. Four transitions that are in line with our regional strengths form the starting point. One of the transitions central is the sustainable energy transition. The core of the RIS3 is to discover and capitalise on new development opportunities within these transitions, thus contributing to a circular, happy and inclusive NNL.
