Developing a green hydrogen ecosystem in Mallorca

The green hydrogen ecosystem in Mallorca was submitted as good practice by the UNLOCK project. It is a collaboration between the public and the private sector, addressing the island’s pressing energy challenges and contributing to its transformation into a more sustainable, competitive and smarter region. Balearic Institute of Energy, in collaboration with 32 other entities from Spain, and different EU countries, is leading an initiative to build an electrolysis plant that will produce 300 tons of green hydrogen annually. By 2050, it aims to establish Southern Europe's first hydrogen hub, contributing to decarbonizing island economies and supporting the EU's 2050 net-zero targets.

This practice highlights the benefits of multi-stakeholder partnerships in driving the hydrogen transition, bringing together public authorities, private companies, and research institutes to create a comprehensive hydrogen ecosystem that covers the whole value chain. This ensures that all actors involved, from production, storage, distribution, and consumption, can be considered, bringing them together in a common endeavour. The process is essential for co-creating and building acceptance of a long-term vision – in this case, the 2050 Roadmap – as well as demonstrating long-term policy stability, which gives confidence to investors to unlock private funds.
