About this good practice
This tool was prepared by Central Bohemia to promote the higher participation of regional actors in EU R&D grants which are in line with reg. S3 strategy.
The tool is focused on public stakeholders, but it could be extended to private sector also. The general scheme of practice is following. ¨the region has specific R&D topics and outcomes defined in S3 strategy. The public stakeholders could find the synergies between S3 strategy and their project proposal. Then the cost for project proposal preparation could be covered from the regional funding.
The key problems addressed by this tool are two: strategic implementation of RIS3 strategy by key public research organisations and higher participation and implementation of strategic project (management system development etc.). This tool try to decrease the risk related to project preparation and provide the money for potential beneficiaries. The tool could also increase the success rate of strategic R&D project proposals because of higher quality of project preparation using this tool (external expert companies).
The tool finances the cost for project proposals preparation. These proposal should be focused consistently with regional RIS3 strategy and positively develop regional innovative environment. Project proposal has to pass the formal evaluation so that its cost could be covered by the tool.
Project proposals are evaluated by the regional council for competitiveness and accepted by regional representatives.

Resources needed
170 k€ were allocated in the first call (end of 2017), max. grant for one project was 20 k€. During next call (2018) ca 40 k€ were distributed into the 4 projects totally. Next call will be announced during 2021.

Potential for learning or transfer
Introduced scheme could be adopt on any NUTS3 region as a support tool to fulfil the S3 strategy or any strategy incl. R&D activities. The setting up of some background strategic document is the only prerequisite of this funding tool.
The possible tool to overcome the administrative burden of preparing big strategic project to develop regional R&D environment and the participation of organisations from region also. The tool could be addressed either to public or private sector.
Other parameters of the tool are optional – maximum support per project, eligible costs, restricted sectors or calls of strategic projects (national, framework programmes…)
