Bioenergy Villages (BioVill) – Increasing the Market Uptake of Sustainable Bioenergy

About this good practice
The project fosters the development of the bioenergy sector in selected target countries by strengthening the role of locally produced biomass as a main contributor for energy supply on local level, considering opportunities of market uptake or expansion for local farmers, wood producers or SMEs.
Core activities of BioVill include the technological and economic assessment of the target villages, the involvement and active participation of stakeholders and citizens, the development of local bioenergy value chains and technologies, as well as capacity building about financing schemes and business models. The outcome of BioVill is the initiation of five bioenergy villages in Slovenia, Serbia, Croatia, Macedonia and Romania up to the investment stage.
BioVill is a three years project supported by the European Union’s Horizon 2020 programme. The project started in March 2016 in collaboration with 9 partners from the target countries, as well as from Germany and Austria.

Evidence of success
Target village: Ghelinţa and Estelnic/Romania. Key stakeholders signed a letter of commitment to show their willingness to continue the implementation process. The project analyzed the national/local framework and acquired data on existing infrastructure & local energy potentials and demands. The results were used to plan the bioenergy projects and support cooperation between different policy areas, in order to optimize the regulatory framework and better implement EU legislation.
Potential for learning or transfer
The villages became flagship projects and serve as best practice examples for stakeholder participation and local energy planning in other interested regions. As a result, suitable technical solutions and business models have been elaborated for each of the target villages. Furthermore, BioVill supported dialogue with local and national politicians and cooperation between different policy areas to optimize the regulatory framework and better implement EU legislation. Since the implementation processes will continue after the project’s end, decision-makers in all villages signed a letter of commitment demonstrating their willingness to continue the bioenergy projects and secure necessary investments.
