This is the good practice's implementation level. It can be national, regional or local.
About this good practice
Ongoing auction for a number of 8 public buildings stacks, based on the above-mentioned model versus the traditional model where the requirements from the tasks book were not specific enough and did not require energy performance indicators (Regional Operational Programme 3.1 - Help Guide), respectively including the indoor comfort enhancement component with full HVAC and lighting, as well as the local renewable energy component.
The trigger came by addressing energy efficiency actions at municipal level through the energy management service.
The main beneficiaries will be the occupants of public buildings, especially kindergarten children, students and teachers.

Resources needed
For the design phase, the municipality of Cluj-Napoca has allocated a specific budget of approximately 30 euro/sqm and an absolute value of approx. 2,400.000 lei + VAT.
For the modernization stage, access to non-reimbursable financing is sought through Regional Operational Programme (POR) Axis 3.1.

Evidence of success
The modernization and renovation of public buildings must be carried out with the main objective to increase the interior comfort and the well-being of the occupants.
Most of the renovations made until now in Romania have been limited to thermal insulation and sealing of buildings, which has led to a reduction in energy consumption, but to a worsening of indoor comfort and often in fact to an inefficiency in the use of warming.

Potential for learning or transfer
