Energy distribution operator ESO) installs smart meters for the Energy efficiency
About this good practice
According to EU legislation, by 2025 even 80 percent consumers should use smart meters. This will help achieve and implement Europe's energy efficiency plans and targets.
Private customers of ESO participating in the Smart Accounting project can already choose the new four-time zone tariff plan Smart. The plan, which will provide additional opportunities for greater savings in electricity consumption, has been approved by the State Price and Energy Control Commission (NCC).
The four-time zone tariff plan "Smart" allows to achieve one of the main goals of the implementation of smart electricity meters. A more flexible tariff plan will allow customers to change their electricity consumption habits and adjust the amount and time of electricity consumption to the changing price of electricity during the day.
What is also new is that the "Smart" tariff plan will be used more flexibly when changing the time from summer to winter and vice versa. The time parameters set in the electricity meters will be adapted to the time applied in the country, i. y. these time intervals apply throughout the year.
The COVID-19 pandemic has contributed to the digitization process, which operates in a continuous mode around the clock. It was necessary to create and implement processes so that employees would have as little contact with each other as possible. Actually, the lockdown gave additional boost to remote metering techniques and speeded up the digitalization process in country.

Evidence of success
The biggest expected benefit of the new four-time zone tariff plan is more flexibility for customers. Those who use electricity more often during off-peak hours (night, day) will get the opportunity to save. At the same time, consumers who are most active in peak electricity consumption will be encouraged to change their habits: shifting part of their unnecessary electricity consumption to off-peak hours will reduce the fluctuations in the load on the entire electricity grid.
Potential for learning or transfer
Smart meters provide information on where the network is experiencing the highest load, allowing you to balance power supply and use. Smart meters help create a sustainable energy system. Installation of smart meters is an important step towards transforming the energy sector, which marks the progress and digitization of the entire energy sector in any country. It is one of the largest smart metering projects in the Baltics states, which will help ensure energy consumption efficiency as well as reliable supply of energy for a competitive price. The goal is bright and warm homes, and solutions like these motivate consumers to change their habits, to consume energy more efficiently while it motivates suppliers to offer a greater variety of possibilities and services.
Close collaboration between the companies and institutions and citizens, promoting smart metering and awareness raising strategies to be applied are key elements to guarantee the transferability of this initiative.
