Energy efficiency retrofitting in public social housing in Andalusia

About this good practice
AVRA began in 2013 a gradual rehabilitation and energy retrofitting programme of its huge public dwellings stock (ca. 45.000 social homes), aimed at increasing indoor comfort and air quality, improvement of habitability, energy saving and CO2 emissions reduction. Additionally, capacity building for own personnel was delivered.
AVRA boosted also social measures of capacity building and employability for vulnerable tenants.
During 2014-2017: thanks to ERDF co-funded Sustainable Construction Programme managed by the Andalusian Energy Agency, National funding and regional budget ,116 buildings, 7.282 dwellings, including some innovative elements as isolation eco-materials, ventilated façades and high efficiency hot water equipment.
Three main involved target groups apart from AVRA itself: tenants (families), and the involved professionals and companies.
Families were rewarded after tiring works due to the increased comfort at home and lesser energy consumption.
The professionals got access to innovative techniques on building rehabilitation and renovation.
Companies got an useful experience to increase their competitiveness regarding energy rehabilitation.
During 2014-2015, 140 homes were energy monitorised to foster among beneficiaries a change of habits and raising awareness, delivering useful data to optimize future renovation works.
These works made able meeting the European Directive targets and, when possible, overcome these limits.

Resources needed
The rehabilitation of almost 7,000 homes that were developed between 2014 and 2015 had an approximate cost of 23,5 million euros, 95% of which were subsidised with ERDF co-funded Sustainable Construction Programme managed by the Andalusian Energy Agency, and the rest co-financed with AVRA own funds.
Evidence of success
Number of households with improved energy performance and engaged in support programmes, 2014-2018: 8.171.
Final energy consumption reduction: 16-22% just targetting the major leakage problems.
Thermal comfort total time: 90%
Thermal discomfort time reduced 72%

Potential for learning or transfer
The exemplary work by a public administration serves as a spark to fire the rehabilitation private market. AVRA conducted some other complementary initiatives, as:
- Internal management of projects design, rehabilitation works and health and safety coordination, for what concerned personnel needed to be trained.
- Diagnosis (before), surveillance (during) and check (after) of energy efficiency-related renovation works with the support of university research teams.
- Measures to foster employability of concerned independent professionals and workers formerly unemployed.
- Dissemination and raising awareness activities among the neighbourhood.
Monitorisation of the buildings and explanations of the registered data let the beneficiaries enabled a change of habits regarding energy consumption .
SWEA (Gloucestershire, UK)) showed high interest in the transfer of some aspects of this programme during a bi-lateral meeting with on-site visit in Sevilla in June 2018.
