About this good practice
The county healthcare center in Stensö needed to be rebuilt and expanded with a new building in order for the premises to be appropriate. The county council then decided to demand high energy efficiency when the construction was to be procured. The project meant that the existing building would be rebuilt, and a new supplementary building would be built. In total, the old and new buildings comprise 1500 m2, of which 650 m2 are in the new building.
What was done during the project was to:
- Build an effective climate screen with high density insulation
- Introduce a presence-controlled ventilation system
- Use LED lighting throughout the buildings
- Change windows in the existing building with windows with good insulation and sun protection factor
- Install 120 m2 solar cells on the roof
There was a complete refurbishment on the installation system in the old building. The existing building was given new windows but was not further insulated. This means that the energy consumption is higher per m2 in the old building compared to the new one.

Resources needed
Since the construction is procured as a total contract, the cost of energy efficiency has not been developed separately. The county council's energy coordinator noticed that it became slightly more expensive than if they had been based on the requirements of the Swedish national building guidelines.
Evidence of success
The health center's energy consumption was halved compared to before reconstruction / new construction, from 160 kWh / m2 to 74 kWh / m2. The new building is 54 kWh / m2. The old building is consuming more energy due to a worse climate scale compared to the new building. The project has gone very well. Should all the county buildings be rebuilt in the same way, the organization would halve their energy costs.
Potential for learning or transfer
As the project includes energy efficiency, both in the field of rebuilding and new construction, there is a high potential for others to benefit from the experience gained. In addition, within the county council, the ambition level has been further increased and there is considerable experience in energy efficiency. The politically adopted guideline with energy indicators is an important factor to secure full financial support for the slightly higher investment cost.
