About this good practice
Fornebu was the first airport for civil, modern and international flights in Norway. The airport moved to a new location and closed in 1998, and planning the new town started. The land covers an area of around 3.5 square kilometers.
The masterplan will allow room for app. 11,000 new homes, around 25-30,000 office spaces, extensive recreational grounds, large bird sanctuaries and areas for shopping, services and social infrastructure. Today there are app. 3000 residents and 25.000 workspaces. The plan is quite ambitious regarding energy supply and consumption; efforts to minimize carbon dioxide emissions, and measures for handling pollution and noise, in parallel with a broadly based strategy for safeguarding and strengthening the biological diversity and landscape qualities of the area.
In March 2018 The City council approved a new Climate strategy, called Climate Wise 2030. The strategy has pointed out Fornebu to be a demonstration area for Low Carbon development in 2027.
The FutureBuilt-program aim to show how pilot projects can inspire and change practice in both private and public sector. The pilot projects are set to reduce greenhouse gas emissions from transport, energy and material consumption by at least 50 per cent. They will involve high quality architecture and contribute to a better environment for urban dwellers.
Authorities and stakeholders involved: Bærum municipality, land-owners. The Futurebilt programme, SmartCity and Zero emission neighbourhood.

Resources needed
3 FTEs, of about 1,5 mill NOK.

Evidence of success
There has been established several projects with high environmental standard in the area. In 2014 the planning authority was awarded with a European spatial planning prize. Fornebu was pointed out for several reasons. The jury’s grounds was related to the underlying philosophy that the area should be a showcase for modern environmental thinking, emphasizing sustainability in terms of energy, environmental standards and adaptation to climate change.

Potential for learning or transfer
Fornebu is a demonstration area in the Oslo region. Futurebuilt which is a cooperation between several cities in the Oslo region have an important role in communicating and exchange experience, and is a platform for learning and showing great real examples in low carbon buildings and area.
This was identified as a good practise at the SMART-MR workshop in Helsinki where the topic was ‘Shaping Low-Carbon areas’. This was voted a good practice by the partners for its holistic approach to urban development and protection of green structure. The areas buildings, transport development with a new metro line being built, the clear aim to have social infrastructure easily accessible and protection of natural landscape is in total a good approach when establishing a new urban dwelling on the edge of Oslo City. The holistic approach secures that the residents can work, shop and have schools and childcare available without the use of a private car.
