IDEE ACTION – ERDF for social housing
About this good practice
By contributing in decreasing the environmental impact of social housing (new and retrofit), the Region helps low income population by lowering tenants’ charges. To do so, the region offers financial help for construction or retrofit of social housing, subject to the respect of a label that monitors an expected level of thermic performance.
The IDEE system follows in the footsteps of the FORES 2008-2015 which completed the ERDF’s funds for social housing. It relies on:
1. Initial requirements: a call for at least two labelised companies, set up of a global management of the energy or of actions collectively raising awareness to energy savings by changing behaviors and practices.
2. An initial contract: at least ten grouped buildings, a clean construction site or indoor air quality, equality between genders, sustainable development, and integration of renewable energy.
3. Assessment at the end of the construction work: a certification from a Low Energy Consumption label (BBC), a minimum gain of 100kwh/m², a synthesis of the actions, a comparative impact study of materials used, a study of the evolution of rents.
The main beneficiaries are the public providers of social housing within the meaning of article R323-1 of the housing and construction code.
Stakeholders are: the providers of social housing, companies, subcontractors or qualified consultants recognized as guarant of the environment.

Evidence of success
The mandatory certification witnesses the enhancement of the energy efficiency of the constructed or renovated buildings. Candidates must submit a comparative impact study of the materials used to obtain payment of the subventions. Measures must highlight a minimum benefit of 100kwh/m² and an average reduction of the rents of 10euros/month minimum.
This system is at the moment a demonstrator and isn’t sized to finance all the building stock (approximately 40 000 out of 280 000 buildings)
Potential for learning or transfer
As a natural consequence, this practice sensitizes actors of the construction field (project supervisor ,architects, consultants, economists, companies…) and from this enable professionals to be committed in the making or the renovation of efficient buildings on the energy level.
Certification of operations is facilitated, it lays on the work done by the certifier in the frame of the control.
By fostering energy efficiency in a great number of public housing, this system purpose is for the BBC renovation to exceed the level of “exemplary action”, which enables to raise the general quality of skills and techniques used in the thermic renovation field.
It also allows to answer the social challenge at stake which is the rising cost of energy, by enabling inhabitants of those housing to keep their charges at a reasonable price over a 20 years horizon.
