Intersectional administrative data analysis of the NEET population
About this good practice
National legislation, specifically Article 36 of CAP 594 Employment and Training Services Act, mandates all employers in Malta to register their employees with Jobsplus on the first working day. Additionally, Article 57 and Article 58 provide for the provision of the list of students who are not of compulsory education. Jobsplus also possesses data on all persons residing in Malta, accessible through the Central Government Database.
Since Jobsplus also has data on employed persons (via the engagement form) and students, it can identify individuals who are not employed or attending any compulsory or non-compulsory education. Thanks to this approach, Jobsplus can identify youth in Malta who are studying, unemployed, or employed, utilizing the gathered data to pinpoint and track NEETs through the NEET Census. Furthermore, these clients are reached through one-on-one contact and regular surveys.
Jobsplus is also in constant communication with the Matriculation and Secondary Education Certificate (MATSEC) Examinations Board, established in 1991 by the Senate and the Council of the University of Malta. An agreement was reached to promote free revision classes and other active labor market policies on the annual examination results slip, enabling Jobsplus to reach a wider audience on a personal level.
Resources needed
2-3 full-time employees are needed for data extraction, sharing, and compiling of a database. However, an API service can minimise these operational costs.
Evidence of success
This created database serves the purpose of identifying and reaching out to NEETs, thereby enhancing direct outreach. It proves instrumental in targeted dissemination to the right demographic and functions as a valuable tool for conducting the NEETs Census.
Potential for learning or transfer
Utilizing a cost-effective API can significantly lower expenses while concurrently providing access to high-quality data, making it a cost-effective approach. This aims to enhance and maintain robust communication channels between public entities. The validation of dropout lists and the careful consideration of data processing costs are integral components of this strategy. While transferable to other countries, legal barriers such as GDPR are country-specific.
