Expert opinion
ITS Hellas is an intermediary organisation that promotes Intelligent Transport Systems (ITS) in Greece. The organisation’s mission is to support the development of a national multi-modal transportation strategy that is integrated, efficient and environmentally friendly. The organisation works as a knowledge gatekeeper and broker among different triple helix stakeholders to diffuse knowledge related to Intelligent Transport Systems. The organisation is funded through a network membership fee model. The good practice illustrates how a knowledge broker and gatekeeper in a very specific technological niche can improve knowledge diffusion.

Resources needed
The organisation is housed within the university campus in Athens. Any additional operating costs are covered by the annual membership fees which are 300€. The minimum operating costs are approximately 10.000€, whereas the members of the organisation do not have direct financial benefits (salaries).
Evidence of success
ITS Hellas has supported the Greek National Authorities to design and implement the “National Intelligent Transport Systems Strategy” through consultation based on the expertise and previous experience of the organization’s members. Moreover, lots of focused dissemination activities have achieved widespread promotion of Intelligent Transport Systems and many professionals and researchers have been trained on this particular sector through the organized meetings, seminars and conferences.
Potential for learning or transfer
ITS Hellas is an organisation that has managed to promote the development and use of Greek technology and experience, both internally (national level) and externally (international level), in order to increase road safety, protect the environment, improve mobility and the services provided to citizens and eventually develop sustainability. The aforementioned objectives are common throughout the majority of European countries and thus, similar models can be adopted elsewhere on national or/and regional level. Each administrative region can create, based on their experience and available expertise, similar networks and organisations to strengthen the cooperation among all relevant stakeholders and promote the widespread use of ITS in all transport sectors mainly through the provision of consulting services to public authorities.
