About this good practice
LIVE Platform is an open public-private platform that promotes the use of electric vehicles in Barcelona and the region of Catalonia, where it fosters innovation in electric mobility and business development.
It is a partnership where all interested actors concerned with sustainable mobility can have different levels of membership (Collaborators or Director Members). They benefit from the accumulated knowledge, networking and representation of the platform but also participate actively. Members participate and lead Technical Committees and Working Groups to achieve the objectives set up by the steering committee of the platform.
The firm direction of Barcelona City Council and a real compromise of all the members to make the EV mobility overcome its barriers is key to the success of the initiative. In few occasions a public-private collaboration has been accomplished that works on a peer to peer basis and that represents most of the stakeholders of electric mobility locally.
LIVE Platform focuses its activity on 5 action lines: Communication & Knowledge, Public policies, Infrastructure, Vehicles & Fleets, Industrial Transformation.

Resources needed
LIVE Platform engages 12 Director members who provide great part of the budget, with a contribution of 20.000€ each year. Together with collaborator members’ contributions, the platform has an approximate final budget of 260.000€ per year.
Evidence of success
First of all, it is a remarkable point to take into account the 10 years of existence to measure the success of the public-private cooperation model of the platform which is measured by matriculation quote BEV (%), which reached numbers above 3,5 in May 2018 in Barcelona.
Thanks to LIVE Platform’s promotion, Catalonia and Barcelona have reached almost European matriculation rates. At the end of 2016, 29,4% of the hole Spanish electric vehicle fleet was located in Catalonia.

Potential for learning or transfer
Part of the LIVE Platform’s success must be given to Barcelona and its business and public environment. On one hand, a firm compromise in the public administration to set up a new clean mobility model exists. On the other hand, there is also an important automotive industry that has the conviction to change towards cleaner fuels.
The fact that the management of the platforms is being done by the City Council of Barcelona provides some advantages at the time of managing the different interests between member companies.
Nowadays, LIVE Platform is a reference model in its type, therefore lots of municipalities are trying to emulate it in other regions and even countries. The experience of the LIVE Platform has proven that this kind of cooperative initiatives are more suitable to be implemented at a regional level.
