About this good practice
According to the Energy Efficiency Law (03.03.2016.), municipalities in Latvia have the right to develop and adopt an energy efficiency plan, which includes energy efficiency targets and measures. The implementation of EMMS is based on the “Plan-Do-Check-Act” principle, which promotes continuous improvement of the system. The aim of EMMS is to have a systematic approach to continuous monitoring of energy consumption 24/7 in order to assess whether and how efficiently heating and electric energy are consumed, whether the consumption corresponds to the functions and use goals of the public building. EMMS includes various tools, guidelines and procedures that allow the municipality to optimize the use of energy resources by planning and implementing energy-saving measures, and to do so with minimal environmental impact. EMMS is internationally approved and holds an ISO 50001 certificate. 38 municipal buildings (offices, museums, cultural and sports buildings, schools, kindergartens) and street lighting are included in monitoring plan to regulate energy consumption.
Resources needed
- obtaining of ISO certificate 1500€, recertification every 3 years 1000€;
- license fee to use the platform €10,000 per year,
- remote reading of energy, water, heat consumption takes place without human intervention;
- Energy manager's salary (analyzing the collected data).
Evidence of success
Reduced energy consumption of street lighting and traffic lights has reached 60 MWh per year. Heating costs in municipal buildings have decreased by approximately 8% comparing the trend for 2023 with 2022. There are many benefits from data digitalization - digital tool has connection to installed clock in each object, which shows whether set goals can be achieved on an annual basis (future forecasts) based on current energy consumption.
Potential for learning or transfer
The shareable added value is the systematic management of energy consumption with the aim of reducing it, resulting in the most technically cost-effective solutions for the management of municipally owned facilities, improving energy efficiency and reducing financial costs and emissions in the long term. EMMS is relatively easy to be transferred, based on many service providers in region countries. Good selection of the monitored municipal buildings and overall data availability on multiple factors help to reduce energy loss.
