New policies for the development of a local audiovisual supply chain (Audiovisual Fund FVG)
About this good practice
Before the creation of Audiovisual Fund FVG (AF_FVG) in 2007, it was estimated that the number of local companies or associations active in audiovisual production was around 20, and up to that date only 1 local audiovisual product had been presented at a foreign festival . In a numerically and professionally limited production context, there was a need to make the audiovisual industry grow through training, development support, production, and distribution funding.
Through the establishment of 3 Calls for Proposals per year divided into three types of funding (Training, Development and Distribution), the AF_FVG grants contributions to independent production companies in FVG. From 2007 to 2020, it managed a total of 28 calls, receiving 1051 individual applications and financing 523 projects.
Beneficiaries: Cultural and Creative Industries (about 70 from 2007 to 2020) and individual professionals based in FVG Region.
Stakeholders: Friuli Venezia Giulia Autonomous Region, Italian Ministry of Cultural, European audiovisual funds, Cineregio (network of 54 regional film funds in Europe), International partners (European Audiovisual Entrepreneurs-EAVE, Southeast Asian Audio-Visual Association-SAAVA, Taiwan Creative Content Agency, Croatian Audiovisual Centre, Slovenian Film Centre, Far East Film Festival, Trieste Film Festival).
Resources needed
€2.2 million per year:
-€1.25 million for local companies’ projects (3 calls per year,48 projects in 2023)
-the rest: training and networking activities (2/3 financed by EU and national funds,1/3 by regional funds)

From 30 to 60 projects approved.
2006: 1 local audio-visual product presented in foreign festival.
Since Fund's formation 46 local companies toured in foreign festivals.

Potential for learning or transfer
The establishment of Film Fund in FVGAR represents a real turning point in national audio visual industry. Today most film commissions have similar tools and AF_FVG supports the growth of audio visual companies in the Region. The management of the Fund allows to deal with criticalities that every production face, both from bureaucratic and logistical point of view. Nowadays, there’s a lack of presence of big studios, and productions usually move to territories. AF_FVG represents an example of local practice that can be transferred to other territories, exporting a concrete and productive model. The ability to create a good environment for the growth of new companies and professionals depends on the complementarity of support mechanisms, but also to careful positioning strategy at international level with prestigious partners. The Fund is a provider of grants and an organiser of international events, now fixed appointments for operators in the Region, at national and European level.
