About this good practice
The Sustainable Construction Programme in Andalusia (PICSA) seeks through energy saving and renewable energy to promote the energy refurbishment of buildings, rehabilitate urban areas, promote innovation, improve the competitiveness of companies of the construction sector, create skilled employment and reduce energy poverty.
To design and launch the Programme with a high consensus, it was created a ‘Sustainable Construction Roundtable’ based on comitology design, which brings together more than 70 experts from different disciplines. They were invited to participate trying to maximize the benefits of an open governance process to enable and involve any relevant stakeholder to the Plan, working together and pooling their knowledge about key industry issues. The round table acts as well as a forum for expert discussion on the Programme topics.
The work was coordinated by AEA (secretariat), which also launched a participatory virtual platform for the stakeholders to submit contributions, organised the needed meetings and prepared and delivered the needed deliverables for validation.
A high consensus was reached among all participants and the Programme was successfully launched.
Main stakeholders involved were private companies gathered in clusters and professional associations, economic and social agents (labour unions, promoters, etc), technological institutions, academia and civil organisations.

Resources needed
For the management of the 70 experts participating in the elaboration of the Plan, two technical assistances were contracted. One for promotion and the other for the documentary management of the contributions, valued at 26,136€, in addition to the human resources of the Agency valued at 59,400€.
Evidence of success
Since the PICSA has a 2020 horizon, the success is yet to come.

Potential for learning or transfer
This process is potentialy trasnferrable to any organization with the duty of desinging public policies impacting in others.
An open governance process to design and conduct a public programme is especially useful for partners that often miss the voices of external stakeholders. Sometimes the influence of third parties, especially if private associations, are considered to be a kind of „injerence” in public issues. However, we found this is a very positive process to enrich and coordinate the Programme and tu ensure a high degree of acceptance after the launch.
To maximize resources, the original round table were split into six different groups according to the six categories in the Programme: competitiveness, demand and investments activation, urban and buildings rehabilitation, innovation and technological development, legislation development against speculation and employment.
