About this good practice
The project defined and refined the smart development regional priorities through innovation by developing & implementing regional consultation methodology (Entreprenorial Discovery Process), drafting a multi-annual action plan with vertical & horizontal priorities and supporting collection and development of innovative projects in priority areas and the process governance making use of bottom-up approach involving regional quadruple helix. The objectives were achieved through EDP focus and working groups in main areas and mechanisms for collecting innovative project ideas and targeting them to main RIS3 priorities were designed. New concept of innovative “integrated project” was developed including a research component for finding innovative solutions to societal challenges and turning them into innovative products, services and processes leading to economic added value. The concept was proposed by Romanian pilot regions (NE & NW) to the Managing Authority that included it in the existing ROP 2014-20 (Axis 1 - Technology Transfer) as new specific objective. Now, the NE RDA collaborates with the MA for elaboration of Applicant's Guide in ROP’s implementation framework. Of 130 proposals collected, 33 were integrated, encouraging clustering the ideas around intra- and cross-sectoral priorities. New thematic partnerships were setup among R&D centers, companies and NGOs. The stakeholders are regional knowledge centers, innovative companies with/without own R&D units and NGOs.
Resources needed
Dedicated Administrative Agreement between DG REGIO and JRC under 2 Preparatory Actions of European Parliament: Support for low growth regions (pilot regions in Greece, Italy, Spain, Portugal) € 1 mil.; Support for low income regions (2 pilot regions North-East and North-West, Romania), € 2 mil.
Evidence of success
Introduction of the concept of integrated project in the current Regional Operational Program 2014-2020, of the specific implementation mechanism (ongoing) and the creation of regional partnerships with 33 integrated project proposals with multipoint interventions in the identified smart specialization areas. Practically it is for the first time when in Romania, integrated projects addressing priorities of RIS3 are funded by ROP 2014-2020 through a specific allocation of approx. 25 million Euro.
Potential for learning or transfer
This good practice can be and has multiplication potential (developing the strategy with the mechanisms associated with the integrated project concept) in the other 6 regions of Romania. In terms of RIS3 monitoring, JRC has provided significant support to developing effective monitoring mechanisms in regions by organizing a dedicated working group as horizontal activity of the wider Lagging Regions project. The group met three times in 2017 and included representatives of all EU pilot regions of the project. After these meetings, North-East RDA has put in place a preliminary RIS3 monitoring mechanism and assigned a specifically RDA expert for this job while North-West RDA is still in the early stages. The knowledge and the specific results derived from the RIS3 Monitoring Working Group can be replicated/transferred as they have been captured in a MOOC (Massive Online Open Course) developed by JRC B3. It has been officially released on the 1st of March 2018, with free subscription.
