Road map for Carbon Neutral Central Finland by 2030
About this good practice
In Central Finland, new regional strategy was prepared during year 2021. In this Strategy of Central Finland there is a principle of overall sustainability and a target of Carbon neutral region by year 2030. To achieve this target the road map for carbon neutrality was prepared during year 2022. The target of the road map is -80 % GHG emissions compared to 2005.
The road map was prepared with stakeholders eg. municipalities, business and NGOs. It gathers together the climate actions of all kind of organisations of the region. The roadmap is built in the form of a website (https://hiilineutraali.keskisuomi.fi/).
The targets and the actions of the road map are set under five themes: Energy including actions related to energy efficiency, flexible energy system and renewable energy production. Industry including actions related to sustainable and low-emission business operations by companies and support for the sustainable business from other actors. Transport including actions related to reductions in amount of moving and increasing in sustainable ways of moving. Agriculture and forests including actions related to emission reductions as well as growing carbon storages and sinks in the fields of both agriculture and forests.
Individual and community including actions related to sustainable lifestyle in the life of each person as well as the work of NGOs, municipalities and other organisations.
Resources needed
The financial resources were mostly linked to the income of the employee. The preparation time of the road map was ca. 10 months. During the preparation plenty of meetings and workshops were arranged.
During implementation, some working time is needed for the monitoring and the communication.
Evidence of success
The implementation of the road map is monitored by statistics produced by public authorities nationally and regionally, eg.GHG emissions. In, the progress of the road map actions is monitored. This is done through questionnaires, meetings and media monitoring. The implementation of the roadmap is monitored twice a year by a monitoring group. The progress of the roadmap actions is communicated in the web page and social media as Climate steps: https://hiilineutraali.keskisuomi.fi/ilmastoaskeleet/
Potential for learning or transfer
Carbon neutrality road map as a working method can be transfered to other regions. Road map is a good tool to show how the regional targets are about to be achieved. It is important that the actions of the road map are specifically planned to each region.
The Climate Steps are communication material that describe the implementation of the actions. The idea in these Climate Steps is to show how the road map work is proceeding. Also the idea is that the examples can encourage other actors for the work. The Climate Steps can be interesting for both local actors as well as for other regions.
