Sustainable Urban Mobility Plan for Buzau – design and implementation

About this good practice
This good practice addresses the issue of integration of urban mobility projects with other associated projects such measures resulting in the achievement of optimum results for the quality of life of citizens by correlating policy integration and safety.
Buzau is a growing city, with 115.494 inhabitants and accelerated industrial growth. The transport needs have developed exponentially and along with it came the pressure to improve mobility at the urban level. Urban authorities launched an integrative process to develop the urban mobility strategy and respond to some key problems: road congestion and traffic, quality of road infrastructure, crowding in central city area, lack of parking, central area congestion, low degree of public transport coverage, lack of public transport connections, peak hours traffic congestion.
To respond to these problems and to address citizens needs and accommodate these with development needs, Municipality has prepared a plan to support implementation of the process and drafting of the SUMP.
Transparency, inclusiveness, use of efficiency instruments and and best practice transport mobility models, are criteria for evaluating the best practice. Around 1700 questionnaires were applied in all key residential area of the city to collect people’s needs and vision s. Consultative meetings with public and private stakeholders were organized. Multicriterial analysis and transport models were applied to justify project needs and project goals.

The work was mainly carried out by subcontracting to a specialized company. Total budget was of €28616/128270 RON(+VAT) (info euro for June 2016)

Evidence of success
Key results achieved can be categorized as follows:
1. Project technical results – SUMP was drafted (a document of 353 pages)
2. Lessons learned – both for the team level as well for community level since a new process was developed. The SUMP developed a model of city mobility which sits in the municipality and needs inputs to be functional. Similarly, consultative meetings and surveys with the community and key actors is also an outcome of the process
3. The SUMP has been adopted

The good practices of preparing SUMP of Buzau Municipality could be narrowed down to:
1. The fact that the Municipality managed to create a public consultation of large scale is key for this practice. More than 1700 people surveyed, and many stakeholders involved in decisions concerning the sustainable mobility plan.
2. Degree of technical expertise utilized for drafting the plan. The strategy has all the menu a strategy should have: an ex ante analysis, transport survey data, options of implementations identified and analysed for impact, description of the selected options, prioritization of the list of projects selected for implementation of the strategy, monitoring plan for strategy implementation.
3. Complexity of the entire process – the fact that the municipality team had to be multitasking and implement: communication and outreach function, strategy making function, technical function – leads to the success of this practice.
