About this good practice
The RIS Saxony-Anhalt has defined the sector chemistry and bioeconomy as important innovation priority. 5 main sub themes have been identified – new polymers, bioeconomy, regenerative hydrogen, coal chemistry – CO2 economy, specialty and fine chemicals. In order to support the development of concrete innovation projects a technology roadmap has been implemented for this lead market. In an intensive consultation process with companies and research entities the following topics have been analysed: strategic framework, operational implementation, innovation priorities, lighthouse projects and networks. For each sub theme milestones and a time plan has been developed. A first estimations of investment costs is also included. The roadmap was implemented by an external research institute, which has organised several larger meetings and bilateral interviews with companies and research entities. More than 100 stakeholders have been involved in this process. A questionnaire was developed and completed to identify the needs of the innovation actors. The final technology roadmap contained several innovation project proposal for each sub theme with a description of partnership, thematic focus and financial estimations. These results have been discussed and adopted in the Lead Market Working Group und coordination of the Ministry of Economy. Based on the roadmap the companies and research entities have developed concrete project applications to be funded by ERDF.
Resources needed
The ministry has subcontracted a study to an external research institute (50.000 Euro), the study took 6 months to be implemented. Afterwards the ministry has used internal resources to implement and update the roadmap
Evidence of success
The roadmap was considered successful because it was developed in an intensive consultation process with the innovation stakeholders from chemistry and bioeconomy. It helped to define project proposals in a bottom up process and supported the proper use and consumption of ERDF innovation funding.

Potential for learning or transfer
The technology roadmap has been presented to other chemical regions in the S3Chem project. It appeared that also other regions such as Catalonia have successfully implemented roadmap processes. The roadmap is interesting for other regions to further specify concrete innovation topics and generate project applications and support the building of partnerships between companies and research institutes.
Asturias region (Spain) has used this good practice to start a roadmap process for sustainable Asturias. The economic promotion agency IDEPA organised several meetings and bilateral interviews with regional stakeholders. Together they identified 2 main innovation areas: Residues and waste flows from the regional basic material industry and carbon based residues and waste flows from RSU or Agrofood and Forest industry. It is planned to focus future innovation funding calls on these topics.
