The Region as film location to promote economic development (FVG Film Commission)
About this good practice
In 2000, there were no entities or companies in Friuli Venezia Giulia that supported cine-television productions or promoted the Region to the audio-visual industry. The Film Commission (FC) was created to fill this void and tackle the problem of managing all criticalities related to the audio-visual production system, both from bureaucratic and logistic point of view. The establishment of the Film Commission in Friuli Venezia Giulia represents a real turning point in the national audio-visual industry, which has become a point of reference for directors, set designers and producers.
The Film Commission operates primarily through a targeted promotion of the regional territory as a set for film and television productions, underlining the beauty of its landscape and the most suitable locations to propose productions, production convenience and related logistical and occupational facilities.
In 2022, Friuli Venezia Giuilia enhanced the skills and experience of the Film Commission by welcoming it in a new strategic area within its Promoturismo FVG – Regional Body for tourism.

Evidence of success
Since 2003, FVGFC manages the 1st regional fund in Italy. Local economic impact 2022/2023 in 2022: 5.9M (direct expenditure); 15M (induced) and 1.6M in contributions; in 2023: 21.4M (direct expenditure); 35M (induced) against 2.4M in contributions.
Promotional effects. In 2022, more than 27,000 overnight stays in FVGAR.

Starting from an average of 20 productions per year, in 2022, a total of 57 productions among film, spot and documentaries have been produced
Potential for learning or transfer
The practice could be transferred as it increases collaborations with schools/universities in spreading film culture and media literacy, also in favour of audience development. FC fosters the growth of the local film industry and Cinetourism, and it represents a good example to be transferred and reproduced in other territories.
FVGFC provides expertise in the fields of training, school education and tourism promotion; it collaborates with training organisations and associations in the area to set-up courses for cinema’s careers, updating professionals, renewing, and expanding professional offerings. FVGFC has designed, together with Italian FC and eight other Italian FCs, "Cinema a KM 0" ("Cinema and Images for Schools" program), a training course to promote literacy and knowledge of the audio-visual sector in schools.
Several film tourism initiatives have been activated in FVG, thanks to the collaboration of FC, which provided expertise, unpublished and exclusive video materials.
