Use of the ROP funds to enhance the Regional Sustainable Mobility planning in Ipeirus

About this good practice
By 2016 and before the beginning of the new European Structural and Investment Funding Period, most of Greek Cities had understood the importance of SUMPs as a planning and funding instrument, but there was lack of funding for its implementation. The Region of Epirus answered to this need, funding SUMPs development in order to ensure complementarity among SUMPs of the Ipeirus area and also to evaluate the measures and infrastructures proposed by them and enhancing also their funding.
The region of Ipeirus, allocated a specific amount of the Partnership Agreement of the period 2014-2020 for strengthening the Sustainable urban mobility in the 2 main cities of the Region. A specific call was announced from the Region and the four major cities (Igoumenitsa, Arta, Preveza, Ioannina) were invited to complete a specific application form, to prove their maturity and their commitment in the promotion of Sustainable Mobility as well as to describe how they are going to use the specific funds for implementing their SUMPs and the exact amount of funding that they will need. The cities delivered also the tender documents and the technical specifications that they will use in order to hire an external expert who will help them implementing the SUMP. After the evaluation of the above-mentioned application forms, all 4 cities were financed for implementing their SUMPs under the supervision of the Region.

Evidence of success
Currently, all four Municipalities of the Region with a population over 40.000 inhabitants are implementing their SUMPs under the supervision of the Region of Ipeirus. After the finalization of the SUMPs, the measures that will be proposed will be prioritized and financed according to the needs of the Regional Planning.
Potential for learning or transfer
The Greek Regions, as well as all Regions of EU, are financed for executing their own Operational Plans. Sustainable Transport was one of the priorities that the EU has set for the actions of the financial period 2014-2020. Each region that is financed with the same procedure can adapt this GP in order to develop local SUMPs compatible with the regional planning. The specific action can be used as a good starting point for the Regions to strengthen their role in the Sustainable Regional Planning.
