About this good practice
Launched by the European Commission, the Covenant of Mayors is recognised as a success story of multilevel governance and an important step to meet the EU objectives for 2020. The signatory Municipalities of the Covenant of Mayors commit to: overcome the EU objectives for 2020, reducing at least with 20 % the greenhouse gas emissions in their territories until 2020; elaborate an Inventory of Emissions; develop the Sustainable Energy Action Plan (SEAP); adapt the administrative structures for the Plan implementation, etc. SEAP is the strategic instrument that contributes to the achievement of Buzau Municipality’s energy efficiency objectives by 2020. Each municipality has to elaborate its own SEAP in order to be eligible for financing within Priority Axis 3. The aim of Buzau SEAP is to ensure the implementation of local policies including the Integrated Urban Development Strategy of the Municipality, in the field of energy efficiency and environment protection.
The measures included in the Action Plan are implemented as concrete projects financed under 2014-2020 ROP and under 2014-2020 Large Infrastructure Operational Programme or directly financed from the local budget. The indicators included in the Action Plan are constantly monitored by specialists from Buzau Municipality and targeted interventions are taken in order to reach its objectives.
The main beneficiaries are the occupants of the rehabilitated public buildings and the citizens of Buzau.

Resources needed
Financial effort: 30,000.00 euro for external expertise to elaborate SEAP. 87 project proposals have been prepared (total amount: 30,6 Mil. EUR).

Evidence of success
50 project proposals to improve energy efficiency in the residential buildings and 37 in the public buildings; 1 study developed to increase the energy efficiency in public buildings; 38 management agreements concluded with schools for reducing and monitoring the consumptions and a better use of the buildings; 1 study developed to access public buildings energy consumption; an average of 5% consumption reduction per each public building; raising awareness campaigns carried out in public schools.
