Activities meant to prevent social exclusion of migrants and refugees from Maramures
About this good practice
The main problem is the need to integrate asylum seekers and refugees in Romania and help them to self-sustain, become independent of assistance from the state or NGOs and actively participate in the economic, social and cultural life.
These objectives are reached by providing specific services to integrate in Romanian society of different categories of foreigners:
- facilitating their access to a range of social and economic rights such as access to employment, housing, education, health care and social assistance.
- conducting integration programs: specific cultural orientation activities, counselling and learning the Romanian language.
Asylum seekers entering in the Regional Center Maramures receive legal advice upon accommodation in center, medical check up, prophylactic and primary psychological assistance, social assistance, cultural integration, accommodation and financial support if needed.
Refugees can participate in one year Integration Program that provides Romanian language classes, psychological assistance, social assistance, medical counselling and educational activities.
The main beneficiaries are asylum seekers their number being 1333 in 2023 and refugees mainly from Ukraine who are seeking for temporary protection. Their number have been 8500 in 2022, 3300 in 2023 and 1300 in 2024.
Local stakeholders in Maramures are NGOs, Employment Agency, Border Police, Institutions for Emergency Situation, Social protection, School Inspectorate, Maramures County Council.
Resources needed
Human resources are 3 integration officers and stakeholders. According to the Laws on migration and asylum O.G. 44/2004, Law 122/2006, each person receives 20 lei/day for food and 12 lei/day for other expenses. For clothing, each person receives 135 lei/ summer season and 200 lei/ winter season.
Evidence of success
49 foreigners entered the integration program in 2023 and a significant number have successfully been integrated in the Romanian society.
Through the one year integration program, international protection beneficiaries participate on demand in cultural accommodation activities, counselling and learning the Romanian language.
The integration programs and the activities facilitating the integration are developed and implemented based on the needs of beneficiaries..
Potential for learning or transfer
Successful integration can be best measured in small communities where “the story” behind each migrant can reach people and communities much easier therefore empathy among the host country`s citizens is a key within the integration program.
