PLAN EINSTEIN: living, learning and working together
About this good practice
PLAN EINSTEIN: Living, Learning, and Working Together
The city of Utrecht presents an innovative and inclusive approach to integration from day one, engaging both asylum seekers and residents in the urban community and social networks within the neighbourhood. Plan Einstein addresses the complex and uncertain situation of asylum seekers with a forward-looking strategy.
In the U-RLP project, neighbourhood residents and refugees live, learn, and work together, embodying the concept of: Creating a Community
The Plan Einstein U-RLP project is rooted in the activation principle from day one, offering opportunities for meaningful interactions right from the start. A prime example is the "Build Your Own Future" program—a three-month initiative featuring weekly workshops and personal guidance to transform ideas into concrete action plans for launching a business or securing employment. By the end of this program, participants will understand the feasibility of their business ideas or employment opportunities, incorporating strategies such as design thinking and effectuation.
Central to the success of this urban project is the emphasis on community-building. Initiatives like the community radio station 'Radio Einstein' have emerged, fostering a sense of belonging and engagement. Residents have launched businesses, pursued further education, and contributed as volunteers, demonstrating the project’s positive impact on individual lives and the broader community.
Resources needed
"A large partnership and network organization paid by the Utrecht municipality and by various governmental and other entities. It includes its partners: neighborhood residents, professionals, universities, and volunteers. Plan Einstein itself has 2 FTE staff and an office building."
Evidence of success
"The evidence of success in the labor market is highlighted by the engagement of 229 participants in business incubation activities, leading to the creation of new companies. From 2017 to 2022, a milestone was reached in October 2018 when nine business plans were put into action. These start-ups experienced varying degrees of success, with four initiatives remaining active to date. Several initiatives have found success abroad. Given the fluid nature of our target group, which often relocates.
Potential for learning or transfer
"Plan Einstein has shared all its experiences in documents that can assist other municipalities; this includes training manuals and learning experiences, making it an invaluable resource. Please visit the link on the website to access these documents. Keep in mind that the project represents a remarkably ambitious initiative funded by various governmental entities. It originates from a desire and philosophy to transform the reception and daily life of non-EU residents, offering a valuable learning opportunity for other municipalities.
Learning can also encompass the project's philosophy; rather than viewing reception as a challenge, the Utrecht asylum reception emphasizes social connections, skill development, and the enhancement of confidence and hope. This philosophy is highly transferable. While adhering to the institutional reception process, it challenges existing norms and views everyone as global citizens."
