'Ambition table' for legislation and regulation
About this good practice
The transition to a circular economy entails new legislation and regulations from both national and European policies. However, organizations in the circular transition need clearer and more effective regulations to ensure a successful shift. In recent years, it has become clear that achieving this transition as swiftly and smoothly as possible requires understanding and aligning these regulations and requirements.
To address this, the Province of Fryslân, in collaboration with the Association Circulair Friesland and the Northern Netherlands Alliance, launched the Roundtable for Legislation and Regulation in September 2023. The goal of the roundtable is to accelerate the transition to a circular economy through policy and regulatory changes. This is approached in two ways. First, the region is provided with insights into existing and new circular policies for Frisian organizations aiming to operate circularly. Second, their network and position are used to present concrete amendment proposals to 'The Hague and Brussels,' known as the Power Lists. This way, circular policies are made to work for the region and its organizations.
The experiences of businesses in the region create a unique knowledge base. Input is provided on Dutch and European policies, grounded in practical experience, to shape legislation and regulations that advance the circular economy. One of the focus groups is specifically dedicated to circular plastics.
Resources needed
One member of each organization (NNA, Province and ACF) to organize and facilitate the focus groups, all in kind (1 hour per week). Besides that business, knowledge institutes and local government are invited to the gatherings in the office of ACF once in the two months, all in kind.
Evidence of success
1. Five consultations were held with ministries to discuss key topics and enhance collaboration.
2. Seven instances of valuable information were gathered, crucial in advising the regional minister.
3. Improved cooperation with the Northern Netherlands Alliance (SNN) ensures timely updates on regulations, including Brussels consultations, strengthening ties with Brussels politics.
4. A letter to the House led to an exception for 100% recyclable cups under the SUP directive.
Potential for learning or transfer
Due to the upcoming laws and regulations regarding circular economy, there is an urge to know what and which legislation is coming up to use it and anticipate as effectively as possible. It facilitates exchange of expertise and information regarding the subject, which helps to align the legislation with practical realities and allows for early identification of potential issues. Besides, bringing together various stakeholders ensures that diverse perspectives and interests are heard. These transparent discussions also create public trust in the decision-making process; it demonstrates that decisions are made in the public interest. Since these laws and regulations mostly apply to all European partners, it is also interesting for them. As the roundtable approach is easy to set up, it is transferable to other regions and organisations.
