About this good practice
The technological transfer from research organisations to SME´s is rather problematic and SME´s suffer of lack of capacities and well trained staff. The OP Enterprise and Innovations for Competitiveness prepared the sub programme aimed on funding of Knowledge transfers – the university or research organisation member cooperates directly with the SME. The respective OP provides the possibility to SME, which can apply for financial support for Assistant of Knowledge transfer employment and for the infrastructure provision and also covers the fi-nancing of man days of employees who learn from her/him. The contribution of EU funds is 70% of the eligible costs, the maximum project length is 36 months. There are quality criteria, primarily the clarification of expected output, detailed business plan and identification of knowledge that will be transferred. SME´s have lower resources for investment into research and development and even though SME´s face capacity and financial constraints, SMEs are more effective in using their given capacity and resources in general. As SME´s have lower re-sources that they can invest in research and development, public support directed on SME´s can increase their capacities and can contribute to the increase in efficiency of SME´s performance. The GP is designed to fully utilise the possibility of EU funds and to support technological transfer in defined projects realized within a partnership between SME´s and re-search organizations.
Resources needed
The sub programme Technological transfer offers tailored support in the specific areas identified by the project applicant (SME) – of is research and development technological equipment or creation of new know-how that can represent the added value of the final product or service.
Evidence of success
The total amount for the three calls was 750 million CZK, but regarding to the amount funds drawn till now – only 17 million CZK, it is clear, that SME´s do not utilise this supporting mechanism, and the promotion and raising awareness among SME´s is necessary to support the transfer of innovation also the very small SME´s.
Potential for learning or transfer
This Good Practice is focused primarily on small companies, having problems to apply for subsidies. The position of Knowledge Assistant supports the SME in ICT utilisation, transfer of new technologies and innovative processes, also can influence the management and contribute to the smooth and updated administration of the SME, especially by increase of IT tools utilisation, often lagging in SME´s.
This instrument represent a smooth and effective way of cooperation among SME´s and educational and research organisations (Universities, Czech Academy of Sciences, other research organisations). The key target is to support transfer of technologies from research organizations to SME´s, enhancement of innovation performance and also overall competiveness and closer cooperation between SME and research organisation.
