About this good practice
This Program is developed in the context of E2020, FEDER Smart Development 2014-2020, RIS3 Canary Islands and Fuerteventura’s regional Innovation Plan 2018-2021.
The Program aims at detecting uncovered needs, unsolved problems and improvements of public services in the Canary Islands; for which the market has no solutions; and to which an innovative and sustainable solution can be applied.
-Potential application of solutions in the marine, aerial and terrestrial field: Safety & Security, Ecosystems ,Fishing, Ships (detection and monitoring), Coasts, Meteorology, Atmosphere (emissions, air quality), Climate (climate change, CO2), U-Space (space missions), Agriculture, Construction (illegalities, vegetation control), Geology and Topography, Rivers & Subterranean Waters, Public Infrastructure...
Preparatory work amongst the stakeholders took place between OCT 2016 and NOV 2017, resulting in a collaboration agreement in JAN 2018.
Stakeholders agreed to follow a 3 step process:
- Step 1: Request for Expressions of Interest from the market.
- Step 2: Selection of most relevant interests and Market Consultations in accordance with procurement laws. Competitive Dialogue in order to improve proposals.
- Step 3: Drafting of technical requirements & terms & conditions and Tendering through Innovation Partnership.
Currently, market consultations are ongoing with over 30 national and international companies engaged in the Program.

Financed with ERDF (85%) and Canary Islands Government Funds (15%). Amount of resources dependent on the amount of projects selected.
Evidence of success
Evidence of success so far is that the Program has been able to engage over a hundred qualified companies and has entered into serious consultations with over 30 of them covering most of the objectives.
Potential for learning or transfer
The Balearic Islands Government should pay close attention to this case due to the geographical similarities between the territories, the similar challenges due to insularity and the fact that tourism plays a key role in both economies.
Besides space observation (which is unique to the Canary Islands), the Balearic Islands share concerns over most of the topics included in this program such as climate, meteorology, coasts, ecosystems, safety & security and management of natural catastrophes.
