Climate Change Observatory of Attica Region

About this good practice
The Observatory's main goal is to contribute to implementing Climate Change objectives at the Regional level (RePACC of Attica), at the national (National Strategy, Climate Law) and European levels (European Strategy for Adaptation to Climate Change), and at the international level (SDG 13).
Objectives:
A Platform for data Management and Visualization for climate change in the Attica Region has been integrated. Future forecasts are presented for a series of parameters produced by appropriately selected climate models used in RePACC of Attica, as well as socio-economic data for the Region. Air pollution monitoring networks are integrated, too.
A Citizen Observatory is created to disseminate information, enhance awareness and participation of citizens.
A Knowledge Repository with a library of scientific Greek and international material, Management Plans, and other relevant documentation and provisions of the current institutional framework. Environmental information on projects, programs, or actions of the Attica Region is organised. Climate change-related pilot applications and research in the Attica Region are made available.
- The Region of Attica is responsible for the RePACC
- The Managing Authority of the Regional Operational Program "Attica 2014-2020" has financed it
- The 66 Municipalities of Attica Region have access to the data available for planning their own strategies and action plans
- The entire population of the Attica Region
Expert opinion
Resources needed
The Observatory of Climate Change of Attica has been financed by the Regional Operational Program "Attica 2014-2020." It is an interdisciplinary task, and the initial cost is approximately 150.000€.
Also, a thematic and technological expansion/upgrade is necessary of an estimated cost of 153.500€.
Evidence of success
• Supports monitoring systems for tracking climate change impacts on sectors like infrastructure and the environment.
• Helps develop indicators to assess progress from Attica Region's RePACC actions.
• Raises public awareness and knowledge about climate change effects across various sectors.
• Integrates Attica's air pollution monitoring networks and shares climate model forecasts, offering high-resolution future climate data.
Potential for learning or transfer
It presents a robust model for addressing climate change challenges, offering valuable insights and practices to benefit other regions. The core aspects of this good practice have strong transferability potential for other regions to learn from. Attica is the first Greek Region to develop a supporting dynamic tool.
- Key Success Factors for Transfer:
Multi-level Alignment and Compliance:
The Observatory aligns with climate objectives at regional (RePACC), national, European (EU Climate Strategy), and international (UN SDG 13) levels. This ensures policy coherence and structured action, making it adaptable for regions aiming to meet similar multi-tiered frameworks.
- Data-driven Decision-Making:
The integrated platform for data management and visualisation, which combines climate projections and socio-economic data, provides a model for evidence-based policymaking. Other regions can adopt this tool to enhance their climate resilience strategies by leveraging local data and projections.
