Clusters on Electro Mobility through local networks which strengthen the capacities of local authorities in attracting European funds
About this good practice
Lombardia Europa 2020 is a project promoted by Lombardy Region, ANCI Lombardia, Province of Brescia. It aims to support and train municipal and provincial administrators and technicians so that they can seize the opportunities made available by the European Union within the 2014-2020 programming period, with local actions and policies on supra-municipal homogeneous areas. The project aims to strengthen the capacities of local authorities to work in synergy for the growth of the territory. Administrators, managers, and officials are supported with training course, workshops, and the activation of a local network, named SEAV - Servizi Europa d'Area Vasta - which will be able to identify needs, network (Clusters on Electro Mobility included) and cooperate in the territory and design interventions that can also be financed within the framework of European Union programming. It is possible to join the SEAV through the signing of a SEAV Convention; the Convention is signed by the local authorities interested in participating in the management of the SEAV. The Convention defines the objectives, services, actions, resources, and commitment of each authority within the SEAV. Following the signing of the Convention, the participating authority will be able to participate in the planned activities through the activation of the support actions envisaged by the project, providing it with adequate resources, assets, and tools.
Resources needed
Lombardia Europa has been realised with the support of the Lombardy Region’s 2014-2020 Regional Operational Programme under the European Social Fund. The ESF ROP makes available € 970.474.516 to support social investment in individual capacity-building with a view to the region’s economic growth.
Evidence of success
Today Lombardy Region hosts 12 SEAVs which activated 8 continuous training courses attended by more than 110 officials and administrators. SEAV's community welcomes around 500 members to whom 11 newsletters were sent concerning more than 60 calls. In this framework, the Province of Brescia for example, managed to submit 24 projects, 19 of which passed. Moreover, several meetings and workshops including on mobility issues were organised in the province.
Potential for learning or transfer
This good practice – for strengthen the capacities of local authorities in attracting European funds can be successfully transferred by all provinces and municipalities interested to the ones not already concerned. Moreover, this model of collaboration between the public authorities and experts of European project design can be implemented in other Italian regions to foster the growth of the territory.
