About this good practice
Comprehensive thermal retroffiting programme implemented in Niepołomice was well based in municipality’s long-term energy policy (SEAP) and foreseen the implementation of integrated technical, analytical and behavioural EE measures in 13 public buildings in Niepołomice. Technical measures included thermal insulation of walls, renovation of indoor walls, replacement of old windows and doors, modernization of internal installations, modernization of central heating installation and installation of kWp photovoltaic system generating electricity for the needs of the building. They were combined with installation of smart metering systems (analytical measures) and widespread educational campaign (behavioural measures), The project process was well conducted, with adequate attention paid to all relevant steps of the process: planning (project was prepared by experienced staff working solely on energy-related projects and preceded with verified energy audits; pilot buildings were carefully selected using environmental, economic and social criteria), implementation (careful supervision of and regular communication with the contractor; quick reaction to any deviations and items) and monitoring (implementation of real-time energy consumption and energy-generation monitoring, allowing to check immediate and long term results of implemented measures and to verify operational performance of new/modernised equipment). The monitoring systems with dashboards serve also educational purposes.

Potential for learning or transfer
Niepołomice’s experience can be a source of inspiration for other municipalities, as the investment process was carried out in an exemplary way, paying adequate attention to all phases (planning, implementing and monitoring) and benefiting from the synergies from integrating different types of EE measures (technical, analytical and behavioural). The model approach can be applied to all energy retrofitting projects regardless of the planned technical measures and financing sources. Important elements of the approach:
