Create and engage in small urban spaces
About this good practice
Under Priority 5 of EU Cohesion policy, Regione Piemonte implements the Urban Areas Strategies (SUA) action (V.5i.1 ). SUAs are configured as an urban and peri-urban development tool and consist of a mix of integrated and coordinated interventions proposed by territorial areas composed by a group of municipalities in order to support:
➔ territorial redevelopment, urban and ecological regeneration, with particular attention climate challenges;
➔ protection and valorisation of the architectural, cultural, tourist and natural heritage;
➔ air quality improvement and sustainable mobility;
Since the beginning, Regione Piemonte encouraged the application of a shared management since different territories and communities require differentiated and tailor-made policy mixes. Regione Piemonte promoted also the CONCERTAZIONE favouring the Co-planning and the promotion of participative mechanisms, involving citizens at all stages of policymaking ;
Bagnolo Piemonte, following a wide public consultation it has been able to define its needs, assets and challenges, and it has opened a competition of ideas in order to collect ideas for the regeneration of a very popular public space to be used as a market, close to the historical concentric area and forming part of the large system of squares and gardens located in the heart of the city. The competition winner will be then in charge of the idea implementation. The Municipality worked closely with Architectural Foundation of Torino.
Resources needed
The winner will receive 20.319,94 euros.
Many human resources, external and internal, has been involved into the strategy's area building and in particular into the competition implementation.
Evidence of success
This practice is successful since completely responds to the SUA requirements of a participative approach to territorial planning. The decision making process has been implemented through a wide engagement of stakeholders and citizens. The participative planning started since the beginning and it has been held involving high qualified consultants. This innovative approach allows to promote innovation at project level and it is a good practice in the urban medium size spaces.
Potential for learning or transfer
This practice is a good exemple of the capacity to build opportunities also at local level. The focus on the final goal: to have a regenerated multi-fonctionnal space in the city, has been considered as a result of a participative process and the public administration opened to a different approach to public procurement in order to better respond to the citizens requests and needs.
The Bagnolo Piemonte municipality has experimented a new way to face some critical issues of the public administration such as the lack of innovative capacities of the human ressources, the overwhelm of the technical personnel and disposed an effective use of public funding experimentig uncommon modalities of project planning in a small urban area. This good practice might become a usefull case study of UrbanCOOP project.
