Develop flagship projects to foster cooperation between DIHs to incentivize digital transformation
About this good practice
This GP is linked to the local Policy Instrument as an instrument to foster sustainability in the local ecosystem. The cooperation would not be possible without the involvement of the Local Authorities (City of Szombathely) and flagship projects are phrased based on the goals of the Sustainable Urban Development Strategy. The Danube Regional Programme is financing the initiative from Interreg Funds and involvement of local actors and Policy Instrument is needed for identify flagship projects with local impact.
PBN and S2i took part in a procurement process issued by the Ministry of Economic Affairs, Labour and Tourism, Baden-Württemberg: “Development of flagship projects for the PA8 of the EUSDR”.
Their proposal was approved, and the following main activities needed to be implemented:
• Study regarding the state of the art in the Danube region at the time of the Ukraine crisis and the post-Corona period
• 2 thematic workshop organized for relevant stakeholders to find out the exact needs of the SMEs in the Danube region and in order to find the relevant partnership for the project.
• 1 project application was prepared and was submitted in the 2021-27 Programming Period in the DRP. The aim of the project is to bring Artificial Intelligence solutions to SMEs in the Danube Region.
PBN and S2i and actors who are benefiting from the GP implementation are DIHs and BSOs from Hungary, Slovenia, Germany, Bulgaria, Romania, Slovakia, Austria, Moldova, Czech Republic, Ukraine.

Evidence of success
As a result of the cooperation and effective joint work, the project was one of the projects that was approved by the JS. The actors were able to utilize the information gained from the study while writing the project proposal.
As a result of the procurement process, the partnership will generate concrete and sustainable results aimed at enhancing the competitiveness of SMEs and addressing AI-related gaps in the Danube Region.
Potential for learning or transfer
This GP serves as a convincing illustration of the advantages derived from the existence of working groups within an organization. It vividly demonstrates how knowledge, expertise, and valuable business relationships grown within these groups can be effectively leveraged for practical purposes and positive outcomes.
The success here underscores the synergy between the working group methodology and the support it receives at the policy level. Working groups provide an area for companies/business specialists with shared interests and objectives to collaborate, exchange ideas, and develop actionable solutions. When this collaborative environment is accompanied by policy-level support, it boosts the group's impact and transforms ideas into tangible results.
This cooperation of DIHs could also boost the sustainable operation of the local ecosystem with transnational knowledge transfer utilized by different actors of the quadruple helix.
