Digitalization of Iasi public services during Covid Pandemic - IASI DIGITAL CITY
About this good practice
During Covid Pandemic in Iasi, the public services closed the premises to the public access for a longer time than expected. So, the Municipality reorganized its services in order to provide the minimum permanence required and provide all permits and documents online, respecting security measures. Meetings, appointments and communication have been online only.
Moreover, after the Pandemic, on long term, these are important tools to simplify and provide more accessibility to local public services, bring the Municipality closer to citizens and businesses, improve public sector efficiency, having also a significant impact on energy efficiency in the Municipal buildings .
Online tools implemented during 2020-2021:
E-Tax – to collect municipal tax, fees, fines, other payments and
”Ghiseul online” (Online Counter) – for all kind of requests, permits, authorizations,
This allowed to the Municipality to continue to provide/receive all the necessary/ urgent documents / payments to and from the citizens during Pandemic. All these digital tools are currently included in the new Iasi ePortal Digital Public Administration (under implementation) that will include some other digital tools that will increase Iasi Municipality efficiency, transparency, governance, reducing cost and bureaucracy, like seeing online the status of request (for permits or other documents), participatory budgeting, on-demand public transport, abuse complaint, audience request.

Increased percentage of digital demands/ request of public services with 21% from 2020 up to 2022
Iasi has been ranked 2nd place in Romania for digital public services provided in 2021 by Romania Smart City Association
Providing online services reduces the carbon footprint in a significant way by saving energy on Municipal premises (between 10 to 20 %) and reducing emission of CO2 from cars that people use usually to go to Public Services
Potential for learning or transfer
This good practice has a high potential of transferability, because it doesn’t need high technological skills or software, these are basic public services apps that can be easily replicate on other Municipal websites
