Fabriques de territoire - Support third places for the vitality of our territories
About this good practice
In 2020, the French government, in conjunction with the France Tiers Lieux association, launched the "Fabriques de territoire" scheme.
The specificity of the "Fabriques de territoire" ("Factories of territories") is that they are structuring "third places", capable of increasing the capacity for action of other " third places " (smaller) in their area.
The aim of this practice is to support the players involved in the third-places dynamic, by supporting the deployment of third-places with a view to regional cohesion, giving priority to priority neighbourhoods and sparsely populated or very sparsely populated socio-economically fragile areas.
- A report was drawn up in 2018, after 6 months of investigation, analysis, and visits to third places throughout France

- The French government has launched a “call for expressions of interest” : 8 selection rounds, to label and subsidise 300 third places between 2020 and 2021, for a total of €45 million.

Resources needed
An overall budget of €45m for 2021/22 : the government is providing support of between €75,000 and €150,000 over three years to help regional 300 "Fabriques de territoire" achieve economic viability.
It is implemented through 6 French ministries and the France Tiers-Lieux organization.

300 ‘Fabriques de Territoire’ awarded in 2 years.
In March 2023, the ANCT published an evaluation of this programme, which shows, among other things, that it has had a decisive effect on the structuring, salaries and professionalisation of third places.
Potential for learning or transfer
This programme is in line with strategic objective 4 of the Interreg Europe programme - O.T 4.(VI) Culture and tourism for economic development, social inclusion, and social innovation.
The aim of this programme is to equip all the players involved to make third-party projects sustainable in the regions, to network professional communities and to promote entrepreneurship by encouraging cooperation.
The call for expressions of interest is an interesting tool for mobilising the local third places that we want to mobilise.
This programme brings together local players to create links and give rise to new creative projects. It is part of a long-term vision.
This programme supports these public and private initiatives by adopting a new method of intervention: not prescribing, not seeking to standardise, but supporting, accelerating and ‘equipping’ all the players involved.
