Genoa Smart City
About this good practice
Genoa Smart City believes that sustainable economic development is based on research, innovation & technology and should be guided by local leadership with an integrated planning logic. It pursues the following aims:
(1) Identify the process and the transformation agenda to make Genoa a “smart” city
(2) Identify actions, projects and initiatives that can contribute to this end
The partners collaborate to develop these actions, projects and shared initiatives to:
- Improve the quality of life
- Protect the environment and respect the energy and environmental objectives set by the Kyoto protocol 20-20-20 (20% greater energy efficiency, 20% use of renewable energy, 20% emission reduction by 2020)
- Develop and grow the economy
- Support research and greater operational synergy between research, innovation and business
- Support participation in European tenders connected to the previous objectives
The main areas of intervention (“Smart Areas”) are:
- Silver Economy (creating new jobs, taking advantage of the high number of seniors living in the region)
- Blue Economy (exploiting the new opportunity the Port offers in terms of business development and job creation)
- Space & Technology (Genoa has a high number of Centre of Excellence to boost economic development)
- Resilience (through the energy efficiency of buildings, pursuing sustainability in the restructuring of the historical heritage, sustainable mobility, energy development from renewable sources, etc.)
Resources needed
The project was financed by Structural Funds: the National Operational Programme “Città Metropolitane 2014-2020”. Resources: 676,164 €
It involved the work of the municipality staff and local stakeholders to propose ideas and projects in the priority areas.
Evidence of success
The association – created in 2010 by the Municipality of Genoa, the local university and Enel – now has 90 active members from the world of research, industry, institutions, associations and finance.
In the last few years, the project was focused on energy efficiency measures in non-residential buildings owned by the municipality and the creation of an urban intelligence platform for the management and monitoring of the city – “Genoa Intelligent Urban Framework”.
Potential for learning or transfer
The city created this new systemic approach on the topic of Smart City, widening the governance to the active subjects (public and private stakeholders), to develop a coherent plan that directs projects and initiatives. This approach brings individual projects back into a shared framework and reinforces the capacity of the city as a whole to drive its own change, as well as intercepting economic resources to implement them. The city maintains a privileged relationship of collaboration with the cities of Milan and Turin on the topic of Smart City – the cities of the so called “industrial triangle”.
