Greek funding programme for Electric Vehicle Charging Plans
About this good practice
In the context of the development of electric mobility throughout the country and the expansion of the use of low and zero emission vehicles, the Green Fund, in collaboration with the supervising Ministry of Environment and Energy, decided to finance all municipalities of the country, in order to prepare Charging Plans for Electric Vehicles (CPEV).
The Electric Vehicle Charging Plan concerns the spatial planning of publicly accessible points for recharging Electric Vehicles of normal or high power and respectively EV parking spaces, within the administrative boundaries of each Municipality. The CPEV will be essentially the Road Map for the location of publicly accessible parking spaces and charging of electric vehicles, which is the basic prerequisite for the development of relevant infrastructure in Greece.
In order to implement this program, the Green Fund published two Invitations, selecting the beneficiary municipalities based on population criteria. In the First Invitation, potential beneficiaries were all the municipalities of metropolitan centers, the large and medium-sized mainland municipalities, the municipalities of capital regional units, as well as the large and medium-sized island municipalities of the country. Beneficiaries of the Second Invitation were all the small mainland municipalities, the small mountainous municipalities, as well as the small island municipalities.
Resources needed
The financing of this program comes from the resources of the Green Fund, and it is estimated that for both calls will be spent approximately 11 million euros. Per beneficiary, the amounts range from € 10,000 to € 60,000 (excluding VAT) and arise with criteria based on the population.
Evidence of success
The Invitations concerned a total of 332 Municipalities, of which 328 submitted their proposals and were designated beneficiaries of the program. The submission of their proposals was completed in October 2021. They were completed in record time and no extension was needed during them.
The program is evolving rapidly. By February 2022, 26 Municipalities have submitted supporting documents for funding and the payment of 23 Municipalities has been completed. The rest are in the evaluation process
Potential for learning or transfer
The implementation of this program, since the necessary funding can be secured and with the cooperation of local government and the state, can be implemented in other countries.
This program is the precursor and gives the impetus for the creation of the necessary infrastructure, distributed throughout the territory, in order to facilitate and further develop e-mobility in our country. The purpose is to expand the charging network of electric vehicles, so that at regular kilometers there is the possibility of charging vehicles. To achieve this goal, all information about the charging positions of electric vehicles resulting from the preparation of S.F.H.O., will be gathered in one application, where any interested party will be able to enter and be informed about the nearby charging points of his vehicle.
