About this good practice
The Internationale Bau Ausstellung (IBA) concept was developed more than a hundred years ago in Germany. What started as an exhibition for modern construction developed into a successful formula that provided a significant impulse to the economy, public spaces, and society within a region or a city. IBA helps cities and region blossom again.
IBA is about people and needs help from people and companies from the region. That is why IBA issued an open appeal in 2014. Nearly three hundred extraordinary ideas were supplied then, about homes, work, culture and nature to help shape the future of the region Parkstad.
Parkstad is comprised of nine municipalities in the former Eastern Mining. These nine municipalities share the experience the closure of the mines in the 1970s, which caused social issues, high rates of unemployment, ageing populations, and an exodus of young people. The region has an overabundance of many things such as housing, industrial estates, shop and office spaces, school buildings, community centres, and churches. The area must reign itself in, 'downsizing' to some degree, while still remaining an attractive region to live and work in.
IBA Parkstad tackles the projects together with Parkstad’s residents and entrepreneurs, municipalities, the Provincial Government of Limburg, and other partners in civil society.

Resources needed
The total costs amounted to €3,534,000 in 2017. The Provincial Government financial share is 50%, which represents €1,767,000. The operating expenses are €655,838. The IBA Parkstad structure consists of two parts: Governance and Facilities. The IBA Parkstad project costs amount to €2,759,709.
Evidence of success
The IBA Parkstad’s implementation programme is the result of an interactive process that established and enriched connections between projects and the ambitions of partners in the region. These partners included residents, entrepreneurs, municipalities, corporations, and care institutions. IBA Parkstad increased its implementation capacity by working with the aforementioned partners. The IBA process will not end in 2020.
Potential for learning or transfer
Each project will be evaluated to establish the needs and opportunities present for subsidies provided by the European Union or through government contributions. IBA and the project owners act as co-financiers which increases the chances of projects being eligible for grant programmes.
