This is the good practice's implementation level. It can be national, regional or local.
About this good practice
This project was focused on raising awareness, on facilitating compliance with EU Directives, on enabling digital transformation and technology transfer between the Black Sea port community and several cluster members. One of the most vulnerable industries to cyber security attacks is the maritime sector. The editions of the Black Sea Maritime Cyber Security Conference underlined the challenges and problems typical to port operations in the port of Constanta. Lack of transparent inter-operations flows between Customs, Port Administration, Port Operators and Freight Forwarders results in insufficient communication and coordination; low traffic figures will always result in low port traffic figures– the major KPI of any port operation. INFRANET concept was developed inside INOMAR Cluster with participation of relevant digital transformation players, such as, UiPath, NTT Data, CertSign, SGS, Easy Do etc. Basically, the concept does process mapping, spots critical interactions, schedules digitalization and RPA and runs pilot implementation or Proof of Concept of the identified processes with participation of all the relevant stakeholders: Port Administration, Controlling Agencies, Private Operators and Public Authorities. This practice will impact the port activity overall by making all these processes more coherent, move cargo faster and increase port traffic; ultimately will impact the revenue collection and facilitate trade. The project is supported by the above stakehoders.
Resources needed
The overall budget of the project is approx.800,000 euros with a financial co-participation of 50% secured by INOMAR Cluster through a project consortium.
Evidence of success
The practice has already managed to produce an impact in the local community and gathered the most relevant port community members and technology providers as cluster members who formally assumed INFRANET further development based on:
1. Critical needs and challenges on day-to-day operations.
2. EU Directives and compliance with the IMO regulations.

Potential for learning or transfer
The Romanian Black Sea Ports Platform consists of five maritime ports and fluvial ports related to maritime activities. Also the maritime supply chain should be linked and integrated with other modes of transportation (air, railway, ground) at the national and regional level.
Given the fact that the logistics industry and the maritime industry, in particular, are operations driven and less expected to deliver their own technology developments, we have identified a good technology-transfer opportunity, doubled by a sensitive human resource transfer, which INOMAR Cluster has already started and will continue to facilitate.
In this respect, we have established an innovative concept whereby we shall provide both solutions and related human resources to the stakeholders as part of INOMAR Cluster smart specialization efforts in cyber-security and digital transformation.
