About this good practice
In 2016, the Labour Force Survey indicated that out of a total of 180,381 young people (under 30s) in Extremadura, 44,895 were unemployed. Likewise, the NEET rates was one of the highest in the European Union, reaching 19.6%, 4 percentage points above the national average, and 9 and a half points above the EU average according to Eurostat.
In this context, the Innovation and Talent Programme aims to improve the employability of young unemployed university graduates, or those who have completed intermediate or higher vocational training under 30 years of age, through integrated training and employment actions especially linked to the change in the production model and the requirements of innovative activities in strategic knowledge areas for smart specialisation.
The Programme is regulated by a regional decree, and has already had three calls (2017, 2018 and 2020). The projects financed have a duration of 9 months, of which 25% will be devoted to training at R&D Centres or at the University, and the rest to work in the promoting entity in the development of the project tasks. The training will be aimed at improving and/or acquiring competences and skills for the performance of activities as a technologist in the promoting entity (company or private entity).
It has been promoted by Regional Government of Extremadura. The research teams belong to the University and regional R&D Centres. The beneficiaries are companies, associations or non-profit organisations.

Evidence of success
The data obtained in the 2017, 2018 and 2020 calls shows very positive results. There were 525 projects (437 have been promoted by companies and 88 by private non-profit organisations) and the number of participants was 651.
With relation to the labour market, projects from the 2017 and 2018 calls reflects that 70% of the participants have had a contract or have been registered in the Social Security Scheme for Self-Employed Workers in the following 12 months of the project finalisation.

Potential for learning or transfer
This practice has a potential for learning and transfer because it has been a success in three important aspects: in its implementation, in the results achieved and, finally, in the problems solved.

- A cooperation model has been established linking companies, the University and Research Centres, promoted by the Public Administration for the development of innovative projects in strategic areas that generate employment.
Results:
- To train young unemployed people according to the productive and specialisation sectors of the region.

- To offer professional experience and more qualification in the sectors demanded in each region to the participants.

- Achievement of collaboration and participation of companies with R&D&I centres.
- Dignify the salaries of qualified young people who need experience.
