Koklaamo - concept for cocreation and experimental development

About this good practice
Koklaamo is an open innovation platform that brings together companies, communities, experts from different fields and citizen to cocreate and experiment new solutions to the challenges of everyday lives and the renewing urban environment. The challenges are identified together with local citizen to be then solved in Koklaamo. One example of these challenges is related to traffic safety. Koklaamo is free of charge fo the participants.
Koklaamo starts off with an open call inviting companies/communities to bring their ideas related to the challenges in question to Koklaamo. The ideas are developed in teams consisting of the idea owner (company/communities) and experts from different fields. The ideas are then developed further during a two months time including four workshops and a period for experimentation. Koklaamo workshops are based on service design and lean development methods (Lean Service Creation), which is a systematic approach for developing concepts taking the potential customer into account. The organizing team behind Koklaamo is responsible for the coordination and facilitation of the process. The concepts are tested and validated at the very early stage with the potential customers. After the Koklaamo process the concept developers will know whether there is demand for the concept and potential for commercialisation.

Expert opinion
The practice represents an open innovation platform, involving several actors, not least ordinary citizens, in problem formulation and idea development. The process follows a clear systematic approach based on established concepts, with idea commercialisation as the end goal. This could serve as inspiration for cities interested in formats for encouraging open innovation and citizen involvement. Taking challenges in the urban environment as a starting point makes problems and solutions relevant to local citizens, which may increase their interest and engagement.

Resources needed
To organize two months Koklaamo process including four workshops costs about 30 000 euros including to full time employees/organizers and two extra facilitators for the workshops. Koklaamo has been funded by ERDF, but is now included as part of the development services of the City of Tampere.
Evidence of success
Koklaamo has been piloted 4 times and has brought together over 120 people from the public, private, the third sector and RDI organisations. Over 2000 people have joined the experimentation of the created concepts. The process has showed how developing new solutions with citizens can be made efficiently, with small expenses and agile ways.

Potential for learning or transfer
Koklaamo is a good practice of RRI as it is a means of engaging citizens in innovation (Public engagement) and thus developing citizens' innovation skills (Science education). The methods of open innovation support the realization of RRI (Open Innovation) and the creation of a responsible innovation culture (Governance).
Koklaamo integrates challenges of inhabitants related to their living environment to innovation processes that aim to foster commercial solutions mainly conducted by local SMEs or start-ups. Therefore development efforts are assigned to both, urban and social problems as well as fostering of economic development simultaneously.
From the city’s point of view, this has been an experimentation of how the future city roles as facilitator, networker and enabler can be done in practice.
Open innovation culture needs competencies of cocreation and mutual trust. This requires common understanding and rules (eg. ip-rights).
