Mobility in urban areas: sustainable vehicles in taxi fleets

About this good practice
Lombardy Region defines criteria for taxi tariffs calculation that all Municipalities have to apply. Thanks to a Regional law (DGR X / 7451 of 28/11/2017) from 2018, Lombardy Region allows the Lombardy airport basin taxi drivers of the eco-fleets to increase their tariff. For Eco-vehicles, the Lombardy Region includes: LPG, methane, hybrid and electric cars and also diesel and petrol cars approved in the "Euro 6" category. So, an additional bonus is given to the quality of the vehicle fleet. In particular, based on the results of 2018 and to define new tariff for 2019 following a standard logarithm [A = (0,80 + a1 + a2 + a3)*I + β*Q ] to calculate the new tariff [A], a defined parameter (β) could be increased (β =+1%) if more than 80% of vehicles of the taxi fleets are ECO-vehicles. This incentive is only for taxi fleets owners, that are the main target group of this initiative.
Resources needed
It is not possible to quantify how many human resources are needed for the set up and run of the GP. We can only confirm that is part of Lombardy Region staff, both internal staff and Lombardy Region official Agency staff.
Evidence of success
No official data on emission reductions are available. The Region, between October and November 2018 through its official Agency, conducted a mystery client survey for the 2018. It was confirmed that 82% of Lombardy Region taxi fleets were composed by eco-vehicles. This percentage increased in 2019 (June), when the research has shown that in the Airport bacin, that cover the Province of Metropolitan city of Milan and the Province of Bergamo, the 83% of taxi fleets were composed by eco-vehicles.
Potential for learning or transfer
Easy transferability to other EU context, since any Public/Private Administration responsible for the Taxi tariffs definition could allows taxi fleets owners to increase tariffs if they demonstrate to have the X% (i.e. 80%) of their vehicles responding to ECO-vehicles parameters (for example: LPG, methane, hybrid and electric cars and also diesel and petrol cars "Euro 6"). The evidence of success could be monitored, as per Lombardy Region, through a mystery client survey or fixing environmental parameter of emission reduction that each taxi fleets owners has to demonstrate.
