About this good practice
San Chirico Raparo is an Italian small town of 1,120 inhabitants in the Province of Potenza and It is located in the Nation Park of the Lucano Appennin, and it is 700 metres high. The surrounding area is characterized by woods from which it is possible to obtain large quantities of wood chips. For facing raising energy costs the Municipality has identified the opportunity to realize a heating system plant based on wood chips for its town hall building.
The building consists of three floors with a heated surface of approximately 350.00 square meters.
About 90,000 thermal Kwh has to be annually provided by the new plant. The quantity of wood chips annually used is about 32 tons for a total operation of the plant of 900-1000 hours.
Local Stakeholders are involved in an effective cooperation model, delivering positive impacts on local system (energy saving and CO2 reduction; energy costs reduction for the municipality; new job opportunities ad new economic development in the biomass production sector).

Evidence of success
The GP success elements are identified in the ability to combine the implementation of innovative energy solutions and the economic development capacity of small local businesses with the creation of an industry enhancing the biomasses deriving from in situ forest production and creates sustainable economies, shared and rooted in the territory with valorisation of local resources
Thanks to GP an estimated reduction of around 50% heating costs for public buildings, quantified at 17.000 €/year

Potential for learning or transfer
The transferability is connected with two conditions:
1. very small municipality facing energy efficiency policy on public building;
2. the territorial context characterized by the presence of woods and forests and high demand for economic development and people employment.
So, the use of locally available resources and the inward investment in energy that benefits the municipality are key successes that could be adopted by other regions.
The GP represents an example of operative perspective of policy integration in a very weak territorial context.
Starting from efficiency issues and from the need to convert energy production in a sustainable way, the GP shows that investments alternatives should be strongly connected with endogenous territorial resources (natural, cultural, human, financial etc.).
There is both good potential for knowledge transfer within these sectors and for similar biomass producing areas and for areas that have other locally available energy sources
